Washington, dune 23. ?Sur geon General Wyraan has issued a general etreiflir of ficers of the marine hospital service culling speeial attention to the importance of insects as factors in conveying diseases. The circular says there is no longer doubt as to the relations of the mosquito to malarial diseases and to tilariasis. 4i According to Simond." it says "pln?rue" is transmitted from the rat to man by the flea. The infection of typhoid fever and to a certain extent cholera may be conveyed bv flies. Medical officers are directed to place mosquito netting over the beds of patients suffering with communicable diseases. Hospitals are to be thoroughly protected by flyscreens at all openings, particular attention being paid to the kitchen, dining room and protection of the food: Sulphur fumigated is given as the best method of killing insects in a large room. Bluefield, W. Va., June 23.? % This entire section has just been visited by a flood, the extent ol which in all probability will equal or exceed that of Johnstown in 1880 so far as the loss of prop | erty is concerned. Early yesterday morning, shortly after mid' night, a heavy downpour of rain began, accompanied by a severe electric storm and steadily increased in violence until 10 o'clock in the morning, then ceasing for several hours and beginning again with renewed violence. This continued throughout the entire day and night and at 10 o'clock this morning, while the storm had abated, the lowering clouds indicated another terrific downpour at any moment. Majiy miles of the Norfolk and Western railroad track, bridges and tele ! graph linen are entirely destroyed and communication is entirely cut otT west of Elkhorn so that it is impossible to learn the full extent of the loss of life and property but officials of the coal operations located in the stricken district > have seat out messengers to Elkhorn, the terminus of both telegraphic and railroad communications, and have received a report that a conservative estimato of the loss of life will easily reach 200. Some of the drowned are among the most prominent citizens of the coal fields. The Pocahontas field is located in a basin with high mountain ranges on either side. Elkhorn creek flows through the centre of the basin which ranges from onefourth to one mile in width. From Ennis, W.'Va., to Vivian yard, W. The little town of Keystone with a population of about 2,000, i seems the greatest sufferer practic: j ally the entire town being washed away. This town is the principal one in the Pocahontas coal fields and is located near its centre. It was to a great extent headquarter;; from which the mining population i purchased supplies and was alsc ) the only place in the Held where whiskey could be purchased. At i this place there were some 12 or 15 saloons, all of which washed away. The report comes that the , mining population are now occupying the banks of the streams , below, catching the merchandise i and barrels of whiskey and beer as they float down. A great number of the coal and coke mme^ throughout the Pocahontas H< Id are reported practically destroyed and in some instances' entirely ' nk?,l - .tn.-iutju unyhv- un account ol ths very high water which has flooded the region and prevented communication, anything like a correct estimate of the loss of property is impossible, but from the best information obtainable at 2 p. m. Sunday the loss to property will ' reach easily $2,000,000. At least 300 mine mules were drowned but little damage is done to the mines proper, as the drift mouths were high up the moun* tain sides. On the North Fork l. branch of the Norfolk ^ Western, which is five and a half miles long, hundreds were rendered homeless and tonight are camping in the mountains. The damage to I i property on this branch is very | heavy. Only (me of the 10 collieries located on this branch escaped, the Ashland, it being located at the head of the stream. Albert Hay, son of Secretary Hay, the former United States consul to Pretoria, South Africa, was found dead on the sidewalk in front of the New Haven house at 2:30 o'clock this morning.
