Showing how nnf county of the Stotv is to use its convicts, the follmviner recent net of the le<rii?> latino i* of interest: Section 1. That on and after the approval of this act hy the governor, whenever in their judgment it shall lie for tho best interests of tlio county of ChesterterHold, the county hoard of commi-sioners of said' county shall have the power and authority to use the chaingang of said county, or tmy portion thereof, in the grading and construction of the railroad hod of the Chesterfield ami Lancaster railroad company within the limits of said county: Pr ovided, That the said company hall furnish all necessary material and tool* for said construction, and shall feed, clothe, maintain and securely keep said chaingang while employed as aforesaid without expense to the county. Sec 2. The sheriff of Chesterfield county shall turn over to the Chesterfield and Lancaster Railroad company any prisoners sentenced to the chaingang in said county in his custody, for employment as mentioned in boo. tmn 1 of this act, upon the order of the county boaid of commissioners of said county, through the supervisor. Sec 3. That all acta and parts of acts inconsistent with this act he, and are hereby, repealed. criminal, statistics. The New Law Requiring Proper Reports to he Made. An important act of the general assembly is that requiring the keeping of a record and the making of reports of criminal statistics. The need of such an act has been obvious. Here is the text: Section 1 That each clerk of the court of general sessions shall keep a record and report annually to the attorney generul and the solicitor of his circuit, in duplicate, by the 10th day of December, on blank forms to be furnished by the attorney general, the name, race, hex, age, alleged crime, of every person brought to trial in his court for the year ending December 1st; and in case of his failure to make said report within the time herein limited, he shall forfeit to the county $ 10 as a penalty for each < ay's delay in making such report, to be recovered by the solicitor of the circuit by an action in any court of competent jurisdiction. Sheriff Logan returned from Tennessee last Wednesday night; hut ho did not hring M R Reese. The man who was being held out in Tennessee turned out to Vie another fellow who hears not the slighest resemblance to the man wanted. Although tho public is not aware of the fact, Sheriff Logan has received, sinco the escape of Reese and Luckey, probably 50 or 100 letters from different poo pie in different sections ot the Union with reference to.the whereabouts of the two convicts. Often the writers of the letters ara dead certain I hut they have the right man or men, at the case may ne, an*l sometimes they are only suspicious. The sheriff has been making it a rule to investigate ?very likely report, taking such steps as might lie necessary to assure himself as to how much foundation there might be for it. Generally be has been able to determine on the instant that no further attention was worth while; but on several occasions he has been put to considerable expense, all of which he lias to bear out of his own pocket. The most recent Keese capture was made by a man named Williams, at Cowan, Tenn. He communicated with Mr W H New bold, at Cheater, and as tho result of the correspondence, went a photograph in which Mr N?wbold thought he could see tho likeness of Reese. The letter seemed to evidence more than average intelligence on the part of the Tennessee writer, and tho personal description of the suspect made ,ip bo completely for all the shortcomings of the photograph, that really there could have been n> satisfactory settlement of the question without a trip to Tennessee. This, after consulting with Mr New bold and Solicitor Henry, the sheriff decided to | make. j But it was not Reese. When I the sheriff got to Cowan, a little i town about f>0 miles from Chati . tanooga, he found the entire j neighborhood gathered around a i private house in which the susI pect waa under guard. The out' standing reward for Reese is $700 ' and the lucky capturer of the suh pect had been offered $200 for hu chances. He said he would not take $400. But the instant the sheriff entered the room in | which the prisoner was confined, 1 the price went down to two cents. Not a second look was r# quired to show that the suspect did not hear ! the slightest resemblance to the man wanted. It seems that the man under i suspicion was some unfortunate | fellow who claimed to have been ! raised somewhere close to the Georgia ; nd Tennessee line, and who, for aoiBo reason had, years before, left his wife and become an outcast. When arrested he was engaged in cutting staves for some contractors near Cowan, and being a stranger, he was more or less nervo'ia oter his predicament. When released he appeared glad, and that wau about all there was of it, so far as he was concerned. It will be remembered that some time back there was a report of the death of Mrs Ander-. son, on whoso account it ivai that Reese k i I le<l .Williams. Many people have been disposed to consider this report a fake. Sheriff Logan made as full an investigation as was possible of it while he was in Atlanta, and although he was unable to get any positive information, those with whom he talked gave it as their opinion that the woman is really dead. ^JPSnhacribs*; C i : PROTECTION OF PARTRIDGES. The Act Prohibiting Their Sale for the Next Five Year?. The following in the text of an act of the general assembly approved on Feb 7th, that is of special interest to sportsmen: Section 1. That section 431, volume 2, revised statutes 1823 J (criminal statutes'), be amended by inserting between the word "par tridge" and the word "any," on t line three the following: "and it shall be unlawful for any person to sell, offer for sale, or ship or j export foi sale, any partridge or j I quail for the space of tiro vears from the approval of this aft: i Provided, Nothing in this net shall prevent importations for sale of any par ridge or rfiiii.il* j uo that the said section, when so ; amended, shall read as follows: Section 431. It shall not he! lawful for any person, exce l?t upon his own lands, or upon the lands of another with the consent of the owner thereof, to net or trap a partridge, and it shall he unlawful for any person to sell, i otTer for sale, or ship or export for sale, any partridge or quail for the space of tivo years from the approval of this act: Provided, That nothing in this act shall prevent the importation for sale of any partridge or quail. Any person violating this section shall he guilty of a misdemeanor, and upon conviction shall tie punished by a tine of not exceeding $30, or by imprisonment in the countv jail for a term not exceeding 30 days.
