Such is the amount which ; the house of representatives proposes to g ivo to the eommor schools of the State, in addition to the regular 'i-mill Iev\- and the poll tax. The appropriation hill as it was sent in from the ways and means committee provided for an appropriation of ?*50,000, in round numbers, to meet the expense- of the State during the fiscal year, this money to he raised on a levy of 5 mills. The adoption of this appropriation was very unexpected, and no doubt a surprise to those whosuggestcal it. It was proposed as a 'bluff" by those who were opposed to the appropriation of $*27,500 to South Carolina college. The opposition had contended that such appropriations to col leges discriminated against the common schools. The advocates of the college appropriation replied that they were willing to spend more on the common, schools. The opposition evident lv thought such statements insincere and offered an amendment that $100,('00 l?e given the common schools in 01 ler to make the South Carolina college accept $'25,000 as a compromise. But the bluff failed, as the amendment was adopted. The gentleman who proposed the $100,000 amendment. Mr C K Robinson of | t Pickens, evidently meant to vote j for it and was in earnest, out it is the general impression that thos? > who had opposed the South Carolina appropriation had not expected the amendment to be 1 i adopted, or if it was they may I have suspected and expected that j the senate would kill it.
