Laurensvillo Herald: A hill has heen introduced in the legislaturo proposing to submit the question of the repeal of the law providing for the heirs of any person lynched in a county to recover damages. The News und Courier is opposed to the repeal, and favors a stiet enforcement of the present law. From what we cau see the constitutional provision for such damages ought to he repealed, especially so far as providing damages for the heirs of rapists. The intention of tho law was to deter lynchings hy reason of the expense it might put a county to; hut such a law will never he enforced in South Carolina against tho " itizens of a community who lynch a rape fiend.
