In accordance with previous announcement, Mr Tillman, South Carolina, delivered an address upon the Philippine question. His discussion of tho subject was genoral. Mr Tillman deprecated the idea that a man is disloyal to the flag if he declares his boiiof that prosecution of the war in tho Philippines is disloyalty to the declara tion of independence, and said ho was "ready to locate tho responsibility for the blood that has been spilled. "I impugn no man's motives," he said, "but whether the provident be most to blame or whether the crime rests on his dupes and! subservient party dep? dents I ay, with all tho emphasis of my nature, that I and none of those who voted against tho treaty are responsible for the spilling of one drop of this innocent blood that has been shed, and I will not enI dure patiently and without ro 'sontmont any such accusation." Mr Tillman then discussed at length the raco question as it re- j Mates to the Philippines, in the course of which he expressed i strong dissent from the statement made recently by Senator Morgan, 1 that tho civil war was precipitated by designing politicians who desired to thrust the negro with social and political equality upon the whites of the south. Scouting the charge the Filipinos were not capable of self? government, he paid: [ 4,lf tho Filipino leaders and i { their followers, those men of affairs, men so strong in the faith ' of ihe right of men to govern . themselves after our great exr ample, thai, although illy armed and without artillery, it has re I quired sixty thousand American . troops over a year to drive them from thn Held and even yet they have not surrendered, but have adopted a guerrilla warfare?if these are not lit for self govern Intent under our kindly tutelage, I let mo ask of these Republicans I here who in part are responsible for it, and who wore and are now in absolute sympathy with it, how dared they crive the control of ; Southern States into the hands of negroes as being tit not only to govern themselves, but also to g vein white men? J Are the loth, 141kt and 15 amend'* * mi? nts to be nullified in their very , cadence because they failed of J their purpose in the south? Are . they for home use only? Is the Hag to become again a 'Haunting O lie1 and float over a military despotism, first in tho Philippines and later at the home) Wm tho I nomorahlo conflict between 1 slavery and freedom useless? j Hare we gained nothing? Is the I commercial greed which dominates in our councils and coercos , the president to do his bloody and dirty work to make of the , constitution a new 'league with death and a covenant with hell' in tne interest of oppression akin to lelavery? In order to do alt these tiling*, must we 'camp outside the conatitution' and give the old interpretation of tho southern slave holders to the declaration of independence and nullify all pre* cedents and decisions of our supreme court? Adverting to Mr Beveridgo's c"? r quotation from the Bible, Mr Tillman said: "1 have heard j that the devil can quote Scripture j for his own purposes. Why, I can quote Scripture myself (laugh- j ter), Verily, verily, I say unto you, senator from Indiana (point ing his finger dramatically at Mr Beveridgo, who sat within a few feet of him), 'you cannot gather figs from thorns, nor grapes .from thistles.' "If we mete out desp< turn and bayonet rule to .that people will it not be meted back to us? It need not be from a foreign source, and it cannot bo from a foreign ' source that the government by bayonet will ever oppress the American people. Our danger lias in familiarizing our people with the despotic methods in abondonlng the American ideals and the principles of -our fathers. "The curse of bayonet rule will come to plague ou as sure as there is a God in heaven." In conclusion, Mr Tillman said: "I protest against the continuance of this unholy war. The president has declared that upon congress rests the responsibility. He shirks the burden of his mistake and endeavors to shift it to our shoulders. Let us give these people a government of their own, the only self government, in whatever form they might select, and be rid of the burden as weii as the shame which must be ours if we do not. Lot us protect them against outside interference and in a small part compensute them for the wrongs we have done them.
