AgL SOUTH CAROLINA'S SHAME. A Yirgiuia Contemporary Throw? Bouquets at the Dispensary. Richmond Times. A South Carolina politician lvit turned State's evidence ngainsi the dispensary system and ha* been making some through tin newspapers of the State. Th< Charleston Evening l'ost sayi that nothing has la-en accomplished 1?v this, save the establishment of the fact that corruption pre vails in the administration of tin dispensary and that this demon stration was unnecessary, for tin reason that there has never beei any doubt of that proposition it the minds -if the intelligent ob server. Th? dispensary system has beei a disgrace to South Carolina. 1 was conceived in hxpocrisy, for i was alleged in the beginning (ha it was u tt'uijicniucc measure ant whs designed to prevent the abuse of the litpior tratlic. But Seuato: Tillman long ago threw otT thu disguise and declared openly ant hlunily that the purpose of tin dispensary was to furnish thepei pie with plenty t?f good liquor ant to make money for the State That being tho case, how could w expect anything else than that th whole system would be honey combed with scandal* It is a ba< thing for the State to engage ii any line of business, and when i engages in the retail liquor busi ness for the purpose of giving th people plenty of liquor and uiuk ing money for the State, it neces warily brings down upon its do voted head all the worst evils o whiskey and politics. The officio government of South Carolina i saturated with whiskey and fo the past several years has been o a jag. it is a strange tiling to U that the good people of that Stat nave for so long tolerated this digraceful nuisance, and we are n< surprised to learn that a move ment is on foot to relorm the or tire system. It is said that th members of the legislature ar disgusted uud Senator Tillman i said to bo in favor of inakin radical changes. The nest chang that can be made is to aboiish th dispensary.
