IHE LEDGER. Th nHow S. Carter, EDITOR AND MANAGER. WEDNESDAY, .IUNK 21, 1890. "Town Killers." Under tho suggestive caption, "Town-Killers," the Yorkville Yeoman discourses as follows: One barrier to the growth of Yorkville is the indifference property holders show to those wish ing to buy building lots, or tlio extravagant prices they ask when they can be induced to fix a price at all. A gentleman a few evenings ago said to the editor of this paper that he had asked for prices on different lots, ordinary lots without improvements. He had offered $400 for one and something ov'er $700 for another. lie had obtained no satisfactory answer in any case, yet be is a man whoso good intentions no one could doubt, and one everyone would believe to be able to stick to any trade he made. He said that as a result of his failure he would probably remove his place of residence from Yorkville, as his business was elsewhere and he was not here as much as a third of his time anyway. Under ordinary circumstances it might be thought that the action of those who had been so indifferent about selling hud shown superlative faith in Yorkville, but as a matter of fact we believe an investigation might show that they were among the greatest croakers in town about high assessments and high taxes. What is the remedy? Would it not he a good plan to raise the assessments until they would approximate what the own ers could show was a fair proportion of what they consider a fair market value, and at which they would be willing to sell? We have heard that our sister city of Kock Mill tried this with success. The time has cotno when Yorkvillo ought to want to grow, for selfpreservation, if for nothing else, and she will have to treat the barnacles with cruel justice if1 they will view the matter in no other way. "The greatest good to the greatest number'' should lie our motto. We are not anar chists, but as the matter stands it looks like about a half dozen moss-backs can throw a damper on the interests of a thousand a da half fe'low citizens. When it 4. - 11: _ _ * * i a\ \ ? i? nuis m sciiiu?j wiin mem wnai they have is too good to part with at any price, hut when it conies to taxation it isn't wcrth giving away. They stand in the way of improvement when it comes to any public proposition on the ground of taxation; they stand in the way when others offer to buy and assume the burden. We b'dieve it would be a good idea for them to pa}' u little mote tax. IKXr IS PROPKKTY. important Decision of the Su preme Court Filed. Special to tireenvillc News. Columbia, S. The supremo court holds that the dog is property and can bo stolen and that a party can be indicted for stealing a dog, that the dog is valuable notwithstanding the common law, which is against the doetrne of the decision filed today.
