Politics and the holding of office were emphasized almost to the exclusion of every other interest, and wo accepted responsibilities which our experience and education had not fitted us to perform with success and credit. We bear much in these nays about "negro domination1' and "white supremacy " It would be a most unfortunate thing, not only with regard to the civilization which characterizes thr country, but more especially so far as the negro himself is concorned, were it possible for the very imperfect civilization and culture of the present negro to dominate and control governmental and public affairs generally. This is not a matter either of theory or sentiment, but of fact. If the combined wisdom, | experience and knowledge of the whole negro race in Baltimore : should be placed in position to dominate and control the affairs of this municipality, then I would be very sorry for the city and its future, and would take up my belongings and go into an almosn n rr j phere more congenial to the growth end expansion of a purer, nobler and more helpful civiliza1 tion. Looking at the matter in a coL lcctivo sense, the negro is totally J unlit to dominate and control uf, fairs in any of our cities.
