The policy c?f our national govrninont is rostr ction of the liq lor trallio ; the policy of our itato governmen is restriction, nd so is the policy of our mimicpul governments. The national ;overnment places a heavy tax op listilleii spirits for two purpose* ?to raise revenue and to ditninsh the consumption hj raising ho price. Municipalities pursujjj like policy and for the same polioses. That there should he retrictions placed upon the tnanuacture and sale of whiskey is nc linger a debatable question; whis. ;ey no longer has the commercial reedoni accorded to the article* if merchandise. All agree thai ts use and consumption should he nirtailed by law. Hut opinions differ very much s to the method of controlling ho liquor traffic ; some favor noderato license, some high liense, some local option, some the lispensarv system while others fa'or prohibition by the State pure md simple. Time and space fot>id a detailed discussion of each ind every one of these method^ >Vhat I shall nay will be confin?*: o the dispensary system veraTt! irohibition. That's the question fhich confronts us in South Csf>lina today. The question with he people in South (Carolina is vhether they shall continue the lispensary system as we hat>?\ tow, or whether they sb^tr t^ irohibition. The dispensary sysem has been on trial in South 'aro ina the past six years, and o a very large number of our >eople, it is not satisfactory. Af *r having observed the workings f the system, I have come to the occlusion that it is by no means he proper solution of tho liquor troblem. I am opposed to the lispensary for the following reaons : 1. Whiskey bought from the lispensary is as bud as any other vhiskey. No matter how it is Kittled and labeled and analyzed ,nd ins|>ected by tho Stato inspecor, it makes men drunk and it is old for that pur|ieso. Its effect* re the same as the effects of any ither kind of whiskey. 2. All thoevils which exist with , prohibitory law exist with the lispensary law and in an aggravaed degree, and all tho good acomplishod by tho dispensary law tould bo accomplished by a prolibitory law, and many evils which ;row out of the dispensary could >e avoided by prohibition. Tho dispensary advocate arguo* hat men will drink whiskey in pit? of a prohibitory law or any ther kind of law, and unless vhiskey can be piocured legally t will be procurod illegally? 'blind tigers" will exist and mer will perjure themselves to get vhiskey. In answer to this I will ,sk, do not blind tigers exist sine* ho estabWshment of tho dispensey ? certainly they do, for why all his army of constables ? to nr?. I ent men from selling whiskey ir iolation of the dispensary law.? ire not men tried at every sitting ?f our courts for selling whiske> n violation of law I an<j the* ases are not confined to loealitiei shere a dispensary does not exist, These violators of law seem U hrive as well if not better in th< mmediate vicinity of the dispen, ary as they do in districts farthei remote from this great moral in- ] Htitution. The dispensary, then, evidently fails as a preventive ^ measure. 3. The dispensary is socialistic. It is State interference with and State control of business. It makes ^ | the manufacture and sale of whis. ? ' key for beverage purjjoses a legit1J iinate business, and then shuts out the individual from engaging in it. The functions of government I is protection to its subjects. It is ' not the province of government to ^ j ! engage in business enterprises ^ " | with the people's money and shut ^ out the individual. State control ^ I of business should only exist I among a semi-barbarous people , II and not among a highly civilized people such as we claim to be. , 1 1 ?? . tei 1 4. 1 lie dispensary was put into I operation without the knowledge ' and consent of the people. They . tu i know nothing about tho system. 0 m< j Ninety-nine one-hundredths of the ^ II people of South Curolina had pro' bably never heard of the diSpenSarTM , - * un ry. i here was no discussion of , ba ' its merits or demerits. it was th( * foisted upon the fieople by a few ^ ' interested politicians who claimed 1 to be the sjiecial guardian of the , people's rights and a people's ^ 1 money appropriated to carry on a ^ Housiness which their moral sense ^ condemned. ! i> . - inf 5. Ah a business experiment it ^y is a failure. The returns in divi- we lends have not been such as to ev( justify its claim to being a great jei t'nancial investment. After Rix , i }? ar? operation the county of m aptfog l)ulast year received #tr al>out 1760 dollars to be added to ( her school fund?about 16Jets ^ft( per pupil for the six years or less than three oents jier year. As an KC exterminator of ignorance it is not a signal success. Surely the fathers and mothers of this grand M< old State will not l?e bribed to the t support of this abominable system by tho pitiful sum of 16J cts per ' pupil to be added to the school ! fund. 6. Tho dispensary is a great Sp | political machine. It added sev j eral hundred office-holders to our sat list which was already too large j W for the convenience and comfort irq of our taxpayers. Dispensary of- of 1 tlcials get good salaries whether no; 1 thoy earn their pay or not, and it : toi would bo a difficult matter to con- lab vince a dispensary official that the nij ' dispensary is not a good thing.? of ' He is perfectly satisfied that 4'the ' dispensary is the best solution of we ' the liquor problem which could bo l>o8sibly Iki devised/' eit 7. The record of the dis{>ensary sli I is bad. It seems to be a sort of ly gymnasium for training men to a i , Ixt short in their accounts and to , render big accounts for breakage, se r It affords fine opportunities for th , defrauding tbe State, and many m< r of the officials have not failed to . take advantage of these op|>or? an i tunities. m i For the khrtVA p?t?nn? if nr . - ?W? ? I no other, I think the dispensary , should go. The good features of p? . the dispensary law would exist pr I with a prohibitory law; its bad th , features would be avoided. The th , dispensary has been triod, it has . been found wanting. A prohibi, tory law could not possibly be any ? ' worse. Let us give prohibition ^ a trial. In the ooraing primary * let us cast our vote both for State v 1 and oounty candidates for those JJ . who oppose the dispensary sys> tem and who favor the enactment 15 , and enforcement of a prohibitory . law.
