I. | \ One of tin* Most Important Meas * ures Introduced in the Senate. It Senator I) S Henderson of t Aiken is the suithor of the most i i important hills introduced in t either liouse of the general assein ti hly this session. It is to provide '< a system of county government for t the various counties of the State :i and proposes several radical t changes from the present law, * which since its enactment has not t failed to have several amendments i to it olTered at each session of the t legislature. The object of Mr I Henderson is, if possible, to se-j * cure a uniform law which will ( prove satisfactory to all the conn- < ties. With that end in view he * carefully prepared a lull. When .? tlie discussion of it came up a t number of amendments were oil- \ cred. These, with the hill, were t submitted to a special committee, ?. and the following hill i^ the result \ of th3 combined wisdom of the!* senators constituting th:it c<ui)init- < too: v Section 1. Tluit tlic present t hoards of county commissioners t ami township commissioners in i the various counties of this State shall continue in otliee until after r the first day of February, A 1>., < lht)?. and until their successors ; ' I hereinafter provi?Ied for shall i qualify. t See. *2. That the otliee of county [ supervisor, as now provided by I ! law, shall continue, and thcsucces- ( ' sors of the present su|>ervisors t shall he elected hy the people at i the next general election, with a < term of otliee for two years and until their successors shall he t elected and qualified; and such < supervisors shall -eceivo the pay j ami execute the bond as now i provided hy law, except in the t county of , where the salary J1 shall be # . See. 3. That the governor shall, r immediately after the next gener < al election, and before the tir^t j day of February, A I).. 1890, by j and with the advice and consent t of the senate, and before the first t day of February of each succeeding two years thereafter, appoint two persons from each county, who shall be known as the adv isory commissioners of the county, to act with the supervisor in governmental matters of the county. The supervisor shall be the chairman of the board of county com missioners so to bo constituted; and said board, at their first meeting for organization, shall elect a clerk, who shall receive such salary as shall be fixed by said board at their first meeting* the same not to exceed the sum of $*J00 per annum.
