At the same time and place the I (piestion as to whether the Town of Lancaster shall surrender its i present charter and reorganize under the general State law pro-1 viding for the government of j towns of 1,000 inhabitants and; over, will he submitted to the] voters of the town. The provisions of the general' law are about the same as of our j present charter except that all! towns of more than l,i)00 popu-1 lation are uniformly governed, having the same powers as are now conferred on Magistrates, with power to work chain gang on streets and to impose tines more commensurate withoffenscH. They also confer the power of borrow ing funds for town improvements, and giving the right to submit to the voters the question of extending the town limits or issuing bonds, which, however, cannot he done without each question tirst being submitted to the qualified voters and receiving the sanction of a majority of them at the jkiIIs.
