In other circumstances tbe order issued on the 11th of April, staving civil processes in certain cases, and inter faring with penalties imposed by the laws .of the State, irrespective of color, wotiW have provoked a reasonable outcry. Tbe same mav be said of subsequent orders, less sweeping in their scope, perhaps, but interfering equally wi'li civil matters, in no direct fnanner entering into the sphere of a district comnander's duties. Now we hear of regulations promulgated by a general order under date of* May SO, which carry military interference to a point beyond and reached elsewhere.?
