We believe that the atatesmen aud financiers of the North do not doubt that a Cotton crop for export is a very important agent for the adjustment of foreign balances and for bringing back the United States to specie payments. Yet, in place of developing and stimulating this important resource, they *re crashing it with a heavy tax and killici? it with neelcct.? . cy r? The South cannot produce a crop in 1807 I without encouragement froiu the Government and pecuniary aid from the capital- J jits of the North. The soil we have, and the labor question is manageable, but the plantations are mostly waste, the fences, pin houses, buildings, gone by the torch of invading armies, the implements of agriculture destroyed, and st?>ok8 ef cattle ar.d work animals greatly depleted ? The complete failure of the present crop has left planters penniless; and without monov to nut liira and nnr.-liato fnrttl f?-?? I / t-.-J , the hands, and implements, horses, anJ mules, a Cotton crop is an impossible a' chievement. Our merchants here are flooded with planters' applications for advances for this purpose, and our iner1 chants are unable to respond. The re suit will be, unless a mors liberal policy is adopted at Washington ac?l in the North, that the crop of 1867 will not qua! that of 18G6. It is for the w??se men at the North to determine whether a timely assistance is not better than to do without an export crop next year of the gold value of two or three hundred mil lions of dollars.?Mobile Advertiser. Interesting Legal Question Judge Meredith has just decided a case of much interest to many fiduciaries in Virginia, and for their benefit we publish the following correct abstract of the facta and the decision on them. The personal property, consisting of household and kitchen furniture, wan 'sold in order to pay funeral expenses, doctors' bills, <kc. The sale took place in December, 1864, and the property brought a most extravagant price in Confederate money, to wit: $16,<03 36. The ad. ministrator paid off all the debts (none being since presented,) and there was left in his hands the sum of $12,284.29 on the 1st of April, 1865. He filed a bill ia Judge Meredith's Court, asking how this balance should be liquidated.
