The District Courts. 'flie advantages to be derived from the ' establishment of the 1).si rict Courts should be very great to warrant the additional expense to tho Judiciary of the State which these Courts will occasion. Without entering in'o minute ] articular*, we believe it will lie safe to assume that the expenses of tlio Judicial branch c?f the State Government wi.l he doubled by the organization of the Distiict Courts. There are thirty one Judicial Districts in the Stale, for each of which a District Judge has been elected, who will receive from the Treasury of the State a salary Of five hundred dollars, making in all the dm of $1.1500. In additibnj they will receive annually from the District Court fund frotti five hundred to one thousand dollars, as designated in the District Court Act, amounting in the whole to the sum of 19 400. The two sums united? make for the pay of Judges $S4 900, to he derived in part from the common Treasury of the State and in part from the parties who are so unfortuuate as to be involved in law suits, either on the Criminal or the civil sido of the Court. The District Court will Sit four times a ?ear, and at each Session there will be in Attendance "a full panel of Grand and I'etit and Pleas Jurors." Should the Court sit a w hole week at each Session the per diem of Jurors for the District Courts, to any nothing of mileage, will teach the sum of f80 352 annually?a u 111 Mime auiucieni 10 inaugurate a sys tem of Common Schools an ! to educate every i^Rger.t child in the State. Should the Sessions last but half of the week on no average, the expense on this score Would still he enormous, without counting the individual expense and inconvenience of Jurors in being called so frequently from their homes, to the neglect of their private interests. Another item of expense which canr.ot be estimated with any degree of accuracr, hut which will amount to a large sum, is the costs of prosecution in criminal case?, where collection cannot he ha I from the convict. In all such ca<es one half of the costs will he paid bv the State, Including the coats of the Solicitor or his depu ty. Heretofore the Solicitor's costs (4(15 ) was not paid unless it could ho collected from the party convicted. Hv the late law, every convict in the District Court who is unable to pay the costs of his pro feecution (and the smallest number will l e able) will cost the State $7 50, Solicitor's coats. The foregoing are the leading items of expense which occur to us. There are " others of minor importance; and there are objections on lite score oI inequalities ahd discriminations between the large ami the small del.tors, which make this Court obnoxious to all who desire to see a due observance of economy and equality in the administration of justice. As tva endeavored to demonstrate in a former issue, we believe that the Superior Courts, tvith the assistance of the Magistrate Courts, are, or can ha made, entirely sufficient for the transaction of all the busi heM of the country, without incurring j itie unorinous expense ol the District Courts. We hope that the subject will receive due consideration from the Legislature now in Session, and if it is not deemed advisable to abolish these Courts, that the system will at least be so modi fled snd changed as to materially reduce the heavy expense which a continuance of the present system will entail upon the country.
