The Milledgavitla papara nay the na greet are leaving Georgia by thousands, to labor in the watt. New Orleans papers argue that the President's Proclamation abolishes m*r tial law and removes military occupation. It is announced by Colonel Johnson, the President, that the Charlotte and South Carolina Railroad will be in run* tiing order by the 10th of May to Culutn* bia, South Carolina. A decision has bean rendered by the Kentucky Court* of Appeals which sir tually prevents either a Confederate or llninn e<tl<li?? ^ ? : ? .--1 f ?-<vm >viu>vi hum vciuk |iri??cui?(l lor Act* committed ui.der order# of superior officers. Hy order of the President, Admiral Kaphas! Serum**, lute of tlie ConfederHte navy, was released on lire original parole given under lite Johnsot.-Sherman con veiTtion. Governor Jenkins ha* issued an earn est appeal to Georgians of means to come forward and loan the State money neci e*sary to save her people iu the various districts from starvation. The Legislature of New Jersey has adjourned without electing a United States Senator to take the place of Mr. Stock, ton, recently turned out by the radicals. Ktch Southerners are buying nice residences in lbs fashionable parts of Hoston, and are going to live there. Over twen ty first class houses there have lately been purchased by Southerners, who say tliey made fortunes during the war and have come .North to invest it. The Supreme Court of Wisconsin liss decided that the law of 1849, giving the negroes of this Slate the right of suf frage, is constitutional, and that they liavs the riehl to vote. The Republican* Lave carried Conner, ticut by a aniNll majority. Gen. Ilawley, ra<Jic*l, ha* be*n elected Governor, though the d?inocraiic or conservative candidate made a gain of about 10.000 vote* ; and the democrat* have gained 35 or 40 member* of the Legislature. The New York Herald aar* that, aince the close of the war, there ha* come into our market* from the Southern Stale* (300,000,000 worth of cotton. The effect of thl* upon our finance* ha* bean exactly the *ame a* if it bad been $300,000,000 of gold. Sometime ago, Geo. Sickle* issued an order to remove lha freedmen from Laurent and New harry Districts, on sc count of harsh treatment. A coup!* of liiw officers were sent up to investigate ihe matter. Wa ara g'ad to laarn thai they report an entiraly different state of affairs, and ware aliojjethe r disputed to do lull juatice to the citizens of these two Dis tricts.?Ktoute Cuurier. The radicals have mat with soma unaipacted trouble in their schema of turn* ing Mr. Stockton out of the United States Senate and getting a radical sent in his place. The New Jersey Legislature has twice been prevented from electing a tnan to take Stockton's seat, by the refusal of the President of the State Senate, Mr. Rcovel, (himself a republican,) to co operate with the radicals. Mr. Scovel declares that he is in favor of President Johnson's polffjr, and will uot vote for a man to go to Washington to obey the demands of Sumner and Stevens.
