Wilherspoon. Wo havo not beard of any others. The President has paroled the following distinguished persons. They are required to abide In their respective States until further orders, to*wit: John A. Campbell, of Ala; J. II. Reagan, of Texis; A. II. Stephend, of Gu; Geo. A. Trenholm, of S. C., and Chos. Clark, of Miss. This indulgence is regarded as n virtual pardon* The legislature. This body convened on the 28th alt. Some Recount of the organisation of the two Houses in published elsewhere. The qnastion as to whether the teat oath, now required by a law of the Federal Con greae, will be applied to the pereeas whe may claim seats In Congress ae members lect from the South, is one of considerable memeal at this tiiae. Under this law, all persons, before they arc qualified to fill any otfiee or agency under the Government, must swear that they hare never veluntarily borne ormea against the Uuited States ; that they have never voluntarily given aid, countenance, counsel or eseouragement te persona engaged in armed hostility to the Government; that they have never aougnt, nor accepted, nor attempted to exercise, the foaetions of any otfiee whatever under any authority in hostility to the United States, and that they have never yielded a voluntary support to any power or constitution within the United Slates, hostile or inimical ' thereto. It is supposed by some, that this vary stringent law, will, on the cesvenlng ef Congress, be immediately repealed; by others, that itis unconstitutional, and there* fore cannot l>e enforced ; and there are stili ejLhera who take the position that the A tape at} Oath cures all that was dose previous to the taking of it, and entitles the party tukieg it te all the privilegoa of citizens who have never been engaged in armed hostility to (lie Government. But is it safe for ua te aet upon these assumptions' We may I deprive ourselves of all repraaentation in the next Congress. Would it sot be better to Miame that the law as it new stands will be enforced, and send 'only such man to Congress as can cooacisntionsly subscribe to the test oath. A late issue of the New York Times, tne apesial organ of Secretary Seward, and edited by Henry J. Raymond, a member of the next Congress, and prominent for the Speakership,says upon this subject; ? "It is morally certain that ne man will be admitted to a aeat in the nex t Congress who does not take the oath required by existing laws.
