When the companies are formed, they will report, through their Captiyns, to the respective Brigadier-Generals commanding in SouiL Carolina, and to the l'rovusl Marshals at tho respective.Court Houses, and from them receive their orders. W hen arrests have been made, they will turn them ovei to the civil authorities or bring ihein before the l'rovosl Court Marshal for tnuL and punishment, according to the terms of agreement between Generals Meado and Gilrnore and myself as to the respective iurisd etions of tho civil and military Authorities in South Carolina. 1 his police guard will bo voluntary in its organization, and should be composed of none but discreet persons of standing and character ir. the comuiuuii)', who are. willing to render their services promptly wlieu the occasion requires.
