Cj)p ITtiqpi. ^Tanoabteeyille. b7c~ Wednesday Morning, Not. 26. 1862. Thcie '.ill lo preaching at tha bouglaa Chuich next Sabbath nt 11 o'clock. Militia Service. The recent lesolu'.iona of tlic Executive Council hmke all males between the ageg of 16 and 66 years liable to do militia duty in their i enpec live llc.itH, except those declared "exempt front all militia aerVicc." The pcisona "exempt from all militia ser? vice," under resolutions of the Executive Council of the 1th of Match 1862, are the following: "lhe Governor and members ol the Executive Council ; Judges of the Court of Law mid Equity; SheiifTi ; Treasurer* of the Slate ; {'resident of the ltaiik of the State, and all peisona over the age of 66 and under the age ol 16 year*."' All persona other than thoae eunmerated above, including miniatura of the Gospel, membee* of the Legislature, Doctor*, Millers, etc , ate now irquiied to turn out for diill once in vey two weeks. Practical. Governor Vance, of Kurth Carolina, has ordered the Captain of evety militia dinliict in the State to call upon each family in ther several district*, to purchase or co'lect what they may be willing io give to the Notih Carolina aoldier*?blanket*, jeans, honeys, leather, shoes, aock*, cat ntid clothes ready made, lobe delivered by Hie Qoloncl of the regiment to the Qu?i tqimu.?tcr in Rah igh, to be lorwatded by him to the proper regiment or company. If some similar arrauginent had been adopted in our Slate we believe it would have ? >_ cvedcd bettor tliau the plan of voluntary Association*. No family in the State should lack the opportunity to give something to the cause. It *m with convictions of this Hurt that we suggested aoinc time ago that the Militia Deals in each Disliict in the State be thoroughly canvassed for contributions. Some pui lions ol our State, however, have done nobly, according to the leturna published In the newspaper*. We would be pleased to publish, for the gialificatiou of our brave soldiets in the at my fium this District, what the p&>ple at huiiiH are doing for theru. Will some one luitiiah us with the tails? Resignation of the Secretary of War, lion. George W. Randolph, Sccretaiy of War, has tendered his resignation tp I'resldeiil Davis, which has been accepted. The E*am\ tsrr lias the following reniaiks upon this unlooked lor ciicuinsl.iiice: "The public lieai d vesicular with surprise, that Mr Kandolph has resigned his poailiun in the Cabinet as Secielary of War. This unei pectcd action on Mr. Randolph's part ia the sulj. ct of many minors and speculations, hut ia Ireely attnbuted by his Irieiida tc ihe geiieial fact of a disagi cement with the I'rvsidenion the subject ol the poweis and dignity ot tbe office h. Id by Mr. Kandi Iph ; the PiesiJent desinng Mr. Dandolph to act only under his direction, atid having recently rejected aome of his ap% poiiiUn cuts of a oiinor and unimportant clieu actcr. Toe event has evidently ptodueed a gr< at itnpi cssion on the coiuniunily, and was yeatciday dircusaed in this city with signs of interest and animation sUvh as have been raiely shown on any political topics of this war." llot:. James A. Sneddon, of Virginia, has been appointed in Mr. Randolph's plsce. lie was formerly a inenihcr ol the United States Con* gicss, and afterwards a prominent member of the "Peace Congies-*." Extract from a Private Letter of Copt R L Crawford, dated 7th Nov 1862. "I ain glad to say to you, that the Tioops sitin hue spiiits. They are, however, suffering badly for clothing, especially lor under clothes, such as diaweiM, shoes and tucks There are eveial'int-u in my company who are entiiely without shoes. These, however, are tuch as couiu it<11 uf nnea oui 01 ine supply 01 siioe* which the Government hu on hand. Mtt-i of tne troop* liave been furnished with coals and pail*, but all ere needing blanket* and under* * clothes. 1 called to see Genetal Jenkins and had a long talk with him, I told hiin, 1 was mill isfied my District would clothe all the men fio.n I It, il the government would furnish tian.*porta tion. lie said Its w*s very glnd to hear il, and pit mist d to let ine send a man home hum my company, as >oon as we get into winter quai1 lets, which, h out the look* ol the wcathei at pnaeiil, 1 do i ot think can be veiy long. My viaoi is juat the thing. 1 wish every man iu the company had one." ??41 Aid to the Familiee of Soldiers toricpondent, over the signature ol "Justice," publiahck a very eicellent at tide on the subject of extending Slate aid to the families of soldieie. lie suggests to the Legi.-Uture an Important amendment to the Act ot (he last Session, vis: that instead of each District supporting the necessitous families which may hapi pen to l>e located within its limits, as requited by the act of last Session, theaa necessitous families should be aided out of the general or I State treasury. Wa took occasion, after the passage of the present law on tha subject, to condemn '.he feature in it winch this writer now proposes to have remedied. There could not be a mote unequal system tlian the one adopted by the Legislature. The Districts which furnish tne largest number of soldiers, are, in general, the loast able to support the necessitous families within thair limiis. For instance: Dickens District, with a white population of upwaids of twelve thousand, pays a Hute Tax ol only about nine thousand dollars; while Kershaw District, with a while population of about five thousand y ft yrnjm m Itri. When it is considered that each Lbatiict, bj the present law, ta required to support ita own needy lamiliea by a per rentage laid upon Ita general Slate Ta*, it will be aeen bow unable, comparatively, the topulous and pooter lbs. tricu of the up country are, to bear the burdeua linpoaed upon them. in ihia wiiter enggeala, there may be aome escuae for tlie Legislature at Ita U?t Session falling into tbia error and injustice, on account mi tlia subject being new, and on recount of the advanced etaga of tha Seaaion at which the Bill waa acted on. lint now the Legislature baa ample time to digeet a plan that will be both juat to our aoldieis families and juat ta tha Tax ^ Peyare of each and overy btatrma ta tbu boat* Hon. John Bell, of Tennessee, now an exile, 1 expresses very confident expectations of an early peace ; founded on the result of the lata Northern election*, the condition of Northern finances, the smiting credit of the Northern Government, and the necessities of the . o-'"' tor our cotton.
