The Governor and Council, acting under the supieine authority conferred upon them by the Convention, have made a radical change in the mode of laising troops in thi* State.? All requisitions for troops upon this State by the Confederate Government, are hereafter to he filled by conscription or draft. No volunteeiiug will be allowed after the 20th Inst.; and up to that time, only by individuals, who will have no choice in the selection of their Company officeis. All officer*?both Regimental and Company?are to be appointed by the Governor and Council ! The Governor and Council hare made some excellent laws, but we question verymuch whether the present regulations in regard to the raising of troops will meet the approbation of the people of the State generally ; ot whether they are better regulations, in all re> ap< cis, than the regulations contained in the Act of 1861. In places where a draft lias already been submitted to fiom choice, of courso there can b? no ot>j< ction ; but lli? people of the upper District* have hitherto looked upon | a draft with exceeding dia.avor, and we believe, bad made up their niinda to fill every requish ; tion made upon them, by volunteering, even ! to the laat man in the ranka of the Uililia.
