That Balloon.?One of our exchanges, lays the Carolinian, mentions that a balloon, carrying up several officers from Washington, on 8unduy last, had not been heard of. Perhaps it is the same nlluded to n the following, from the Raleigh Stan, lard : A Stranoe Visitor ?It is said that sev :ral persons saw, on 8undav morning last, ibout 6 o'clock a large balloon passing over this eity at a moderate epeeu, towards the South. We are unable to account for it, yet it in not impossible that the cronauta of the Potomac or Old Point may have been driven by currents of lir beyond their moorings. We know that Prof. Lowe was only a few months ago iriven from Cincinnati to Mouth Carolina. If the four wronauls should prove to be Prof. Lowe, Abe Lincoln, Billy Seward ind Gen. Richmond, October 18?A letter from Secretary Memminger addressed to the receivers of the subscription to the produce luan, appears in the Enquirer of this morning. He udviaes the commissioner* to continue their efforts to increase the loan, not withstanding the blockade, and declares that the Government has no control of the produce itself, and does not reguhte its time of sale or price, and aays the subscription is confined to tho proceeds of sale*, and contains an order on the commission merchant or factor of the planter to pnv over to the reasurer the amount subscribed, in exchange for Confederate bonds. He says further, that it become* the interest of both parties to wail for a good price, ami the Government will readily consent to the postponement of the sale. The Secretary then devotes the larger portion of his let* ter to the inquiry about extending material aid fioin the Government to planters, and says no power Is granted to any Department to lend money for the relief of any interest.
