Vnrt Pifltom Tlie danger <>l a collision between the Federal troops occupying Fort l'iokcni, l'ciisncoln, and the Stale troops of Florida, Alabama and Georgia was still imminent at last accounts. It is reported that three Government Steamer*, the \!<icril<>nian, Sabine and Ilrunklyti, had boon ordered to concentrate at that point. It was subsequently announced that the order to reinforce had been countermanded. The telegraphic correspondent of the Charleston Mercury at Washington, under date of January 3jih says, that the 1'rcsidoiit, in reply to an enquiry from Senator Mullory, of Florida, had suid that the Ilrooklyti has gone to I'ensacola; that she will land provisions, and then lay off to assist the Fort with troops, should an attack be made upon it. lio says further : "I have it frour undoubted authoiily thai (In: commander ot the lieookInn has been ordered 10 keep a strict watch on all the movements at the l'eusaeola Navy Yard, and in the neighborhood of Fort lMcUciis. On tliu authority of the 'l'tjronto Leader?which in pronounced high official uutliority?it may bu said that theru is no doubt of it. This Journal, of the '21th ult, says in reference to this subject : In tho course of a speech, delived at Southampton, Lord l'ttlnierstoi) referred to the difficulties between the Northern and Southern sections of the United .Slates, and ex; reused a fear that the Union would be dissolved, liis Lordship added a hope that, whether the Union were dissolved pr initio, tained, auiioublp relations won Id tie esl*b fished ; and thai there would be no A'ar lie tween brothers. From the cortness ol the telegraphic phraseology, it is not possible to Miy whether Lord 1'almeralon intended to refer to the relations of fcinglnnd wi ll the American confederation*, or only to the relations hetsccn the two confederacies into which the United States are rapidly forming themselves lie ill is us it may, the intention of England to acknowledge the independence of the new Southern Confederacy us soon us it is formed, no longer admits of question. This uiinounceiiisiil we are iri a position to make in the most posi tive terms;and whoever will take the trouble to watch tho course of events, w ill find that we are correct. The policy oT England has long been to acknowledge all da faslo governments, and that policy will not b? departed from iu the present case From France a similar procedure may safely be expected ; and n* soon us the Southern Confederation lias formed a provisional government, it will be treated by the two trading powcrti of Europe as untitled to nil the prjvileges of a sovereign State The greatest inconvenience would unsu from the adoption of nny other line of poiiey.? fin gland, having no eontioi over the domes tic politics of other nations, can only acknowledge whatever form of government they please to set up.
