tion of the deficiency and appriation bill.
In the House, on motion of Mr. Walker,
the Comiii'itee on the Judiciary were in
slructed to inquire whether the Kausas Investigating
Committee have the |K>wer to
coerce the attendance of witnesses, and to
pUlti?h them for contempt.
Mr. Campbell, of Ohio, said that when
the House was organized he was, very unexpectedly
to himself, appointed to the
distinguished position of Chairman of the
Committee of Ways and Means, and yesterday
a distinction was .-onferred on h:m
by she Chair, at eiiu.JU unexpected as the
former. Rinding that the latter position
involves very arduous and important duties
entirely iuoMnyatihlo with the duties
assigned when the House organized, he
would ask the House to excuse him from
serving as the head of the commission to
proceed to Kansas to take testimony, lie
expressed liis gratitude for those two very
high honors conferred on him, especially
the latter, Iwcause of the peculiar circumstances
at this time surrounding him.
Mr. Caliiptadl was excused and Mr.

The House debated the Senate hill removing
tho restriction placed ou Federal

of the laws of the United States, in
the penitentiaries within the judicial dis

In the Senate, yesterday, an amendment
waa propose. 1 to the Deficiency hill
appropriating |50,000 for the erection
and establishment of n military post in
northern Minnesota, for the protection of
the settlers, and traders on the lied river
of the north; which, after discussion between
Messrs. Stuart, Clayton, Cass, Crittenden,
Munlcr and others, was reject* 1.
The bill having been reported hack to the
Senate, Mr. l'ralt renewed his previously
rejects.] amendment, appropriating $6,000
for tho repair of the Eastern liianch
bridge.
Mr. Mallory submitted an amendment
providing for an appropriation for the marine
hospital at St. Marks, Florida; which
waa agreed to.
The hill waa read a thinl time and passed
; whereupon the Senate proceeded lo
the consideration <f Executive business,
and after some time adjourned.
In the Ilvsuse, the question was taken
on the pending amendment of Mr. 11.
