ications. Washington, May 24.-Cotton glades would be permanently limited ?to the ten classifications, originally set up by the cotton futures act, un der legislation completed today by congress. The legislation which is a rider to the regular agricultural appropria tion bill, will be delayed in reaching the president until senate and house conferees break the deadlock over the provision for distribution of free seed. By a vote of 204 to 107, the house today refused to accept the senate provision eliminating the seed, and the bill went back io con ference. Before taking this action how ever, the house agreed to all the other conference changes in the bill, including the elimination of th? sen ate amendment, offered by Simator Comer of Alabama, relating to cot ton sales. In place of the Comer amendment the house had insisted that the ten original cotton grades be established as permanent law which was accepted by the senate Saturday. The ten grades are now in effect under war-time legislation which was enacted to prevent recognition of 21 grades established by the agricultur al department Government Lost Nearly a Bil lion Running Railways. Washington, May 24.-The gov ernment's gross loss in operation of the railroads during the federal con trol was $900,478,000, according to the final report of Swager Sherley, railroad administration director of finance. Of this total, $677,513,000 was chargeable directly to the excess of operating expenses over revenues and rentals for the "class 1" roads, Mr. Shirley said. Smaller lines, sleep ing car companies and inland water ways added $45,460,000 to this to tal Administrative expenses including both the railroad administration and its' regional organizations were plac ed at $13,954,000. The American Ex press company was credited with a deficit of $38,111,000 in revenues as compared with its operating expens es. Carranza Buried in Mexico City. Mexico City, May 24.-The body of President Venustiano Carranza who was killed at Tlaxcalantogno last Thursday morning, arrived here at this city and the funeral was held this afternoon. Only a few persons were at the station when the train arrived as a result oj several false announce ments which had disappointed wait ing crowds. George T. Summeilin, charge d'affaires at the United States embassay, was among the for eign diplomats who escorted the body from the station to the Carranza home. Several persons, including Ygnacio Bonillas, former Mexican ambassa dor to the United States, were taken from the train early this morning while it was en route to this city and were lodged in the military prison of Santiago Tlaltelolco.
