That is the way men do everywhere. They say they will not and look very stern, but if they think the women really want it they re pent and let them have it. So the English gentlemen have not only provided the ballot, but from last ac counts have handed over in a silver I waiter, the highest office in the gift pf the English people, to a lovely wo man, and that a seat in the English Parliament, and in the face of four objections; that she was first of all a woman, wealthy, and an American, and a prohibitionist, and another ob jection might be that her husband is an American and recently made a member of the House of Lords. Judging from the action of the great organizations of women they have every assurance that the 19th Amendment will be speedily ratified for'they hav eceased tn retain their departments for suffrage propo ganda, and are now calling it the League for Women Voters. Every where citizenship schools are being established, and women are studying not politics in its perverted sense, hut the,science of government. There J s such a school at the University of ' "*South Carolina. These are a sample of what they are studying: Who are our municipal leaders? What are the laws on our books for the govern ment of our town? Are they being enforced? If not, what can we do to improve conditions?. They are mak ing these things personal as related to their homes and their' children. Frances Willard made an address favoring the ballot for women in our capital city of Columbia twenty-five years ago. She was a pioneer who is honored for her leadership in the temperance reform, and bore during all her courageous career the stigma of being a believer in suffrage. She was remonstrated with by her friends and denounced by her enemies for ??er belief in so radical a measure. It is very significant that on her statue in Statuary Hall, Washington, are in scribed these words which were a plea for the ballot for women, and which for years stood a silent en treaty to the Congress of the United 'States: *l **- " ' I "Ah, it is women who have given the costliest hostages to fortune. Out into the battle of life they have sent their best beloved with fearful odds against them. Oh, by the dangers . they have dared; by the hours of pa tient watching over beds where help less children lay; by the incense of ten thousand prayers wafted from their gentle lips to heaven, I charge you, give them power to protect along life's treacherous highway those, whom they have so loved."
