Will Buy Seed Cotton After December 15 All who have remnants of cotton can find sale for them after the 15th of December with J. G. Alford at the Oil Mill. All who need meal and hulls should get them before the holidays. The prices will never be cheaper than now is my opinion. The total designated mileage of i state and county highway systems In ?New York state at the present time is jll,9S8, of which 5,926 miles had been [completed and accepted on January 1, ?while contracts in force at that time ?covered 1.1S5 miles. This with the I contracts awarded during the year ?1916. leaves a balance of designated (mileage not yet cared for of 4,210. ?Highway construction during the past ?two years has been gravely hindered 'because of the fact that surplus labor ?has been largely absorbed in munition ?making and other abnormal Industrial ; activities. In New York state during 1916 lt was impossible to secure even Qt largely increased cost, more than a ?quarter of the labor actually required (for highway work. ASPHALT IN UNIVERSAL USE i 'First Pavement of Any Importance Was Laid in Washington in 1876 -Wearing Qualities. The use of asphalt in paving con struction has become so universal that I one never thinks of it as a compara tively recently developed material. Yet j probably the first sheet of asphalt ?pavement of any importance was that (laid in Washington. D. C., on Pennsyl vania avenue in 1876 and on Vermont .avenue in 1S79. The latter is still in Existence today, and lt is an evi dence of the wearing qualities of ?this type of pavement even when laid, los lt was, without the scientific meth ods of the present day. ? , Cheaper Than Other Meat.
