$?%t$d& ?Sdrctfiscr. Kansas Should Lead in Crusade For National Prohibition. Says Mr. Arthur Capper, Editor Topeka Capital, at W. C. T. JJ. meeting. The principal speaker at the an nual meeting: of the Shawnee coun ty W. C. T. UV, held September 4, in Topeka, was Mr. Arthur Capper, editor of The Topeka Capital, and the Republican candidate for gov ernor. Mr. Capper was introduced by Mrs. Emma R. S. Blair, vice president of the county union. De claring that he believed Kansas should lead in the national prohibi tion movement. Mr. Capper said: "lt seems to me that the state which has tried prohibition for thirty years and demonstrated that it is a complete success; "That has reduced the annual ex penditure for liquor from $21 per capita, the average in the United States, to $1.25 per capita in Kan sas; "That has reduced illiteracy to two per cent-the lowest in the United States; "That has forty-eight counties which did not send one prisoner to the penitentiary and eighty-seven -counties that did not send an insane patient to the asylum last year; "That has more than a dozen -counties in which no jury has been called in ten years to try a criminal .case; "That has fifty-three counties "without prisoners in their jails; "That has twenty-eigh': counties without paupers in their almshouses; "That has the lowest death rate in the world-7 1-2 for each 1,000 -persons; "That has more students in col leges and universities in proportion to the population than any other .state; "That has increased its bank dc ? posits in ten years from $100.000, 000 to more than $'200,000,000. "It seems to me that such a state .can well take the lead in the cru sade for a saloonless nation and has a right to say-indeed that it is ita duty to say-to the people of the United States and to the world. The public health, the public peace, the public moral* and the public welfare demand the absolute eradication of the saloon. 4T rejoice that it has been my privilege for nearly thirty years to -- stand, aggressively and uncompro misingly for prohibition and the strict enforcement of the prohibito ry laws, personally and through the columns of the newspapers I have controlled. I am vastly proud of the fact that my newspaper, The Topeka Daily Capital, was the first newspapt r in Kansas to champion prohibition. It has stuck steadily to the cause ever since, it has support -ed the law and order movement in Topeka and throughout Kansas con sistently and earnestly, and to day is recognized as one of the strong est advocates for prohibition among the newspapers of the state. Yon will always find it working with jour splendid organization wherever -and whenever the cause of prohibi tion is assailed."-Union Signal. The Red Cross Nurse.
