Philadelphia-The Railway World, in commenting editorially on the work done by the railways of the United States to aid in the development of the territory traversed by their lines, in referring to this work in the South says: "In no section of the country, more than in the South, have these efforts to awaken the people to a realization of the great wealth which lies dor mant through a lack of proper develop ment, been more persistently carried on. The prime mover in that section of the country has been the Southern railway, and perhaps no single man in the history of railway development has performed so effective work along these lines as has the president of that great system. For years Mr. Finley's faith and enthusiasm ta the ability of the South to take advantage of its vast resources has never wav ered. Through his untiring efforts he has been responsbile for no small part of that cntuhsiasm and confi dence which ls now prevailing in that section of the country and which means so much for future develop ment and prosperity. "The enthusiasm with which 9,000 delegates to the Southern commercial congress held in Atlanta, and who represented every important trade or ganization in the Southern states, greeted every expression of confidence in the South's future was a revelation to the big men of business and state who, from all sections of the country, went to Atlanta to participate in the activities of the congress. While not presuming to trace the influence of this movement unduly to the railrords cf the South, well informed men in that section will not deny that the effec tive educational work of the railroads has proved no small factor in bring ing about the present highly en couraging condition. Jack Johnson, Speed Maniac. San Francisco, Cal.-Jack Johnson, champion heavyweight pugilist, was sentenced by Acting Police Judge Treadwell to serve 25 days in the county jail on a charge of exceeding the automobile limit. Shortly after his arrival here sev eral weeks ago Johnson was convict ed on a charge of exceeding the speed limit and a fine of $100 was imposed. He appealed against the fine and waa arrested on a similar charge while the appeal was pending. The suspended warrant was also served on him. Hitchcock Will Freight Magazines. Washington.-Magazines and other bulky periodicals, after July 1, next, will be transported by the postoffice on fast trains. Postmaster General Hitchcock is developing as rapidly as possible plans which he decided upon last De cember to utilize fast freight in the transportation of magazines when practicable, and in instances where a saving to the government in transpor tation charges may be effected by this action. Embezzler Surrendered to Police. Richmond, Va.-Frank H. Fitzger ald, who surrendered himself in Wash ington, is wanted by the Richmond police on a warrant charging him with having absconded with $300, the property of Kingan & Co., for whom he was a book-keeper. He disappear ed from Richmond three weeks ago. In 1902, while clerk of the Manches ter school board, he disappeared simul taneously with $3,000 of the board's funds but surrendered later. At the same time, he was convicted of hav $5,000 in money and stamps. Saved Three, Lost His Own Life. Washington.-The body of Duncan McRae, Jr., who was drowned in the Potomac river while canoeing with fellow students of George Washing ton University, has been recovered. McRae lost his life after having hero ically saved the lives of three of his follow students, Harold Keats, Reamer W. Argo and Robert L. Jones. Mr. McRae was 21 years old, a son of Col. Duncan M. McRae of Macon, Ga., and a nephew of Maj. James H. McRae, U. S. A., of the War College in Washing ton. Will Send 1,000 Militia Officers. Washington. - Apportioned among the states and territories according to their militia strength, 200 national guard officers will be sent by the war department to San Antonio, Tex., and "5 to San Diego, Cal., April 5 fer two weeks* instruction. The department expects to send a total of 1,03^ militia ol?irers.
