Our young friend, Mr A F Perkins, has purchased a half interest in the Saluda Senti nel. We wish him all suc cess in his venture. Mr Per kins was once employed in this office and knows his bus iness well. Saluda is to be congratulated on his acquisi tion. Mr C J Terrell, of the Johnston Monitor, is associ ated with him.-Aiken Jour nal and Review. We favor Edgefield having water works and electric lights, lt is a necessity as well as a luxury for our town to have a first-class system of water works, for the town has no protection whatever in the way of fire -extinguishers. It is a known and indisputable fact that taxes nre too. high now to think of levying ad ditional to put in the much needed systems of water and light plants. It is far better for the town to own these pro posed plants and to operate them, for, as we stated some weeks ago, the' town would operate them to make expen ses, while a company or cor poration would operate them for revenue and all the reve nue they could squeeze from the consumers. But, if it is true-and it is-that Edgefield is unable to own her own plants, because of the already .too high taxes, tiien it is best, under the circumstances, to grant ti franchise to the in ~T-norators. It is a matter will all be involved in. It is best to grant privilles formas -few yj?aj^T?r'ossible>' so^?, itt the "expiration of such time, matters are not operated sat isfactorily to the citizens and consumers, matters may be righted. It is best for the peo ple not to obligate themselves to take these improvements. But will the * corporators put in the plants without assur ance of a certain amount of pledged patronage ? Let us have water works and elec tric lights^ but also let the au thorities o( our town be slow in granting privilges and seek advice from towns which are more learned, because of the experience they have had. | Comly Ali's Nice. The County Auditor's office wiJl be open for the purpose of receiv ing tax returns, of both personal and real estate for taxation for the year 1902, from January the 1st, 1902, to February the 20tb" 1902". All persons owning or controling property in any rnauuer whatso ever are required lo make returns of the same between the dates above mentioned, and any and all who refuse or neglect to do so will be charged with an additional as sessment of 50 per cent, for non return on personal property. All persons persons owning land are required by law to make re turns of the same and to note on their returns all transfers, to whom and from whom. Owners of real property, situate partly within and partly without any incorporated town or city are required to list the part in the city or town separately from the part outside the incorporated limit6 ?hereof. Assessment of real estate yalue6 is fixed by the County and State Boards of Equalization every fourth year. Every*male citizen between the ages of twenty-one (21) and sixty (60) years, except those incapable of earning a support, from being maimed or from other causes, aud except those who are made exempt by law, shall be deemed taxable polls: At ? dgefteld Court House from Jan uary 27th to-February 20th inclusive. I emphatically insist upon ali parties whose duty it is to make returns of their property for taxa lion, to do so withiu the time pre scribed, by law. I recognize how difficult it is for people to pay their taxes, but the law must be obeyed. J. B. HALTIWANGER, j County Auditor S? C. C. I. During the pr?sent Benson then has seemed to be an epidemic of various diseases throughout a mim ber of Northern and Southern col 1 'ges, especially in our more uota ble Institutions. At Groten, Mass. Theodore, Roosevelt, has boen recently very ill. pneumonia has been the prevailing type, ai,d tho' a school of 400 Btudents, was sus pended for some weeks on ibis ac count. At Pottslown, Penn, the large boardiug school at that place has also had to suspend on account of sickness. The Connie Maxwell Orphanage, at Greenwood, has re cently suspended the school ses sions for some days on account of measles. A student died recently at the South Carolina college. This has uot, however, alone buen con fined to the colleges, but to private familiee as well, grip, pneumonia, and measles having been unusual ly prevalent. Last year Clemson and Limestone colleges were both suspended of tba same conditions. Our owu Iustitute has had to share fer the first time a part of these conditions, there having a deal of sickness among the stu dents this year. Thia for the ? C C I has been a very unusual occur rence, as, since the organization eleven years ago, there have been no deathsin the institution until this year. The two students who died were victims of pneumonia. Throughout these troubles, Pres jdeut-Bailey has never thought of suspension or in auy way shirk ing tho duties of the hour. He ha* through it airborne every expeuse of medtcdl iee, medicino, and a traiued nurse, and at the s^me tira-? given bis personal ?ympathy and attention to each patient. Large enterprises are always at tended with large responsibilities, and especially is this true of large educational Institutions. Presi dent Bailey has proven himself a wise, kind,"and heroic leader. May his str.r jever set ! Edgefield has ever been known as one of the healthiest of locati ons, and has only shared with her neighbors this year the prevailing epidemics. We are glad to state nDw, that with the exception ol' colds, there ie no sickness at the Institute. Mr Stevens and Mr Cato, who have been sick, are con valescing, and will soon be out. President B tiley, during this scholastic year, has borrie au uuu 'sual share of burden, but is equal to ? very emergency, and has mani fested to the people more than ev er bis ability.and the future glory of the S C C I under his leader ship. The South Carolina Co-Ed ucational Institute is the crown o. E lgefield and the assurance of her future prosperity. May she ever live and move on "conquering and to conquer !
