The Southern railway is build ing a magnificent steel bridge ovor the Savannah river at the foot of Washington street, Augusta. The .tsains on this road will enter and leave the city over the old South Carolina railroad bridge while this new bridge is building. It seems to be an inevitable, mathematical fact that if the Brit ish forces simply stand as they are, holding the Boers in their trenches, the collapse of Oom Patfl's army and government must come. It is a fight'between a peo ple with the resources of the world belrnd them and a people with only the resources of a limited stretch of territory behind them,, and of the final result there can be no doubt.-Greenville News. The legislature of 1900 is in seB pion. This session cannot last longer than forty days. There arp a large number of bills standing ! over from last session. The liquor question-the dispensary law-is the largest question before the Gen eral Assembly, and there seems to be much doubt as to the outcome, whether the law will be repealed or if modified, in what respects. Mr Strom's bill on this law was favorably reported at the last term. Altogether there are nearly two hundred bills standing over from last session. A dispatch to the Columbia State from Anderson conveys the gratifying intelligence that work is soon to begin on the Black Dia mond. The following is the tele gram: "Chief Engineer M. B. Crenshaw of the Black Diamond railroad force arrived hera Wed nesday from Knoxville, TenD. He will remain in Anderson some two weeks or more preparing the esti mate of the North Carolina survey of the proposed road. Mr Cren shaw thinks the actual work on the road will begin by the first of March. These, of course, are en couraging words for Andereon." r One change needed in the dis pensary law is a provision that m. man who drinks whiskey shall be employed as a constable. It stands t) reason, as every one familiar with the nature of whiskey knows, that any man who habitually drinks it would as soon drink blind Jtiger whiskey as any; it means, that instead of ferreting out and bringing to justice all illegal traffickers in whiskey the constable would soon be accepting favors from the bands of the blind tigers and finally exacting toll as a price of, immunity from arrest. No one would seriously think ol hiring a burglar for a night watch man of valuable good3, but it would be as sensible as hiring a drinking manto run down whiskey sellers. Washington, jan, 8th.-r.The administration vbas been kept squirming ever since Congress re-' assembled by the resolutions call ing for information on varions Philippine matters,, offered, by Senator Pettigrew and others, but the castigation of its Philippine policy received today at the hands of Senator Hoar, in a speech in favor of his resolution, declaring against imperialism and for the independence of the Philippines was the worst .punishment, yet administered. Mr. Hoar is not aa orator in any sense of the- word, but he has tho lawyer's tac'ulty of massing facts and plainly stating his casa, and he brought it into full play hie on speech, which will take a high place in the arguments against the departure from the policy of Washington and. all the early Presidents, and the substitu tion therefor of imperialism, with its attendant evils, a large stand ing army, extravagent public ex penditures, and public and private corruption. It was a warning which deserves the attentiou from tho country lt will not receive from Mr. McKinley and hie imperialistic advistere, who answer it not by argument, but by calling Senator Hoar" a traitor." Arguments in favor os the. gold stan dard bill must be bard to get when prominent republicans in the Senate stand up and aay that the bill is not unfriendly to silver ; that its becoming a law will not prevent a continuation of of efforts for international bimetallism, and that sort of rot. The object of this sort of talk is ibvious- There are republican Senators who will vote for this bill who have numerous constituents who believe in bimetallism. They are to be bamboozled into the impression that the gold standard bill is not an attack on bimetallism. Auother defense put forth for the bill ts that it is not really new legislation, but merely a re-affirmation of the Act of 73. If that be true, why pass the bill at all? But that it isn't true, any more than the Statement abouL its Dot being antagonistic to bimetallism is shown by the anxiety of the money kiDgs to get it on the statute books. It requires no gift of inspired prophecy to say that the U. S. will never again enjoy the blessings of the bime tallie currency, which distributes prosperity among the whole people more equally than any other form of currency until, the people elect a Congress and a president, pledged to wipe the gold stardard law out of existence, and to sub stitute the refor a law providing for the double standard. It ie for the people to say how soon that shall be done. . Mr. McKinley is getting a little fidgety because of -the leisurely manner in which the Senate is proceeding with the gold etandard bill. He sent .for Senator Allison and. asked him to use his influence to. push the debate along a little faster. The friends of silver in the S?mate are pleased to know that the Kentucky legislature will send Hon. J. C. S. Blackburn, a rock ribbed friend of the' white metal, back to the Senate in time to participate iu the debate on the gold standard bill. He will be t valuable recruit. Senator Cul bertpon, of Texas, is urging his friends to stop the agitation in favor of hie selection os Chairman of the Democratic National Com mittee, not only because he has no desire for the position, but because he thinks Senator Jones fills it in a perfectly satisfactory manner Senator Jones says there is no truth whatever in the public re ports of friction between himself and Col. Bryan, and democrats in Congress do notpbelieve that Col. Bryan has ever in timated, even in the most indirect manner that he wished a change in thc head of the National Committee. As expected, the Senate Com mittee on Elections decided by a majorty of one to report against the seating of Mr. Quay; but, owing to the Clark case, now going on before that Committee, it may be several weeks before the report of the Committee is submitted to the Senate. Quay and hie friende are considerably frightened, but disinterested observers still think that the chances favor Quay's be ing seated by a elim margin. The Senate made a big cut in the amount that the Montana Women suffer ing from female troubles and weakness, and from irregular or painful men ses, ought not to lose hope if doctors cannot help them.
