The Danville (Virginia) A'eic* contains an account of ac address recently delivered to thc .freedmen in that city, at the African church, by -ooo of their Lumber, named Lewis July, a highly in&lU^tnt man, formerly a slave in Pittsylvania county. The object of the address, thc Keici stys, was to iaprojc upon the mind- of froodme-i the importance of ?correct understanding of their .(ruc relations to the white men of the South, whom he represented ae being their only true (friends. jg?" Tho Hew York Commercial Advertiser (Republican) says: " In somo way the excluded States must be represented in Congress. The people will soon discern the full injustice of keep ing them out" Gov. Patton, of Alabama, has requested and obtained thc re-issue of rations by the Freedmen's Bureau, representing that seventy to eighty thou sand persons in that State, chiefly widows and orphans, are suffering for thc want of food. fggT Tho municipal election at Alton, Illinois, last week, resulted in the success of tho entire Conservative ticltot SAD CASUALTTT-It is with pain that we announce the death of Mr. Hermann H. Kreuder, who, with his uo/de, hud in charge the lower store of Messrs. Calnan and Kreu sler, on Gervais street. It appears that the young man had yielded toa sudden ab bc-ra tion ol' rr. i tic, causeless aa it waa unaccounta ble, (for it was only a moment before that he was iu. laughing conversation with his friends,) and retiring to a rear room, he seiz ed a small revolver, knelt du vat, and exclaim ing in an unnatural manner " this is my last prayer,"-put the weapon against his breast and fired. Friends present gathered around him, but he remarked, " gent'eman, I am a dead marj,'' und without any other observa tion, in a few moments expired. The de ceased was a young man of generous impulses, aud had many warm friends in Columbia, who will mourn the sud incideot which bas deprived them of a corapauou. Mr. Louis Kreuder, the brother of Hermann, is at pres ent in New York, and was promptly tele graphed of the event. A coroner's inquest will probably be held this morning.-South Carolinian. A SOUTHERN CONVENTION'.-?The Memphis Appeal proposes a convention of the people of the South, by duly elec:ed delegates, to meet at some central poiDt, and qualified by an immediato commission from the people to express their sentiments and viudicate their policy and purposes from the foul aspersions heaped upon them by the traveling adven turers bailing from this section, and now on a pilgrimage through the Nortberu States, nwakening by their slanders and falsehood the most intense animosity against us. The President to-day directed a pardon to be issued to Edward L. Marlin, of Delaware, who was couvicted in April, I8G4, iu the Uni ted States District Court for the District of Delaware, of aiding aud assisting thc rebell ion, and sentenced to pay a fine of oue thou sand dollars and costs of prosecution, all his -slaves to be liberated, and that he be dis qualified from holding auy oific-e under the United States Government. Martin has paid the tine and costs, and his pardon is recom mended by many of the most prominent citi zens of Delaware. REGULATIONS FOB THE WEIGHING ANO MARKING OF COTTON.-'?'no Commissioner of internal Revenue? with the approval qf the Secretary of the Treasury/, bas just issued ad ditional regulations concerning the weighing and marking of col ton, in which he states that, sinse the publication of former regula tions on that subject, it bxs been determined to provide a metallic tag, to be used by the assessor, or under bis overnight, at the time the cotton is first weighed, in place of thc i4 tax-paid" tag herptoforc used j and, also, to appoint weighers of cotton in certain locali ties. Consequently, the afoicsaid regulations have beeu modified in sevenl important par ticulars, to which the attention of assessors and collectors is directed. The appointments of weighers of cotton will be made uuder the antbority conferred by section eight of the Act of July 1.%I86G, upon the Secretary of the Treasury, who will appoint, on thc re commendation of the respective districts, suit able persons to weigh aud mark cotton at those designated places for weighing, where the quantity cf cotton and {.mount of labor may be so great that thu ajustant assessors located at such pisces cannot readily and promptly perform the work required.-Na tional Republican. Who Is He. The Washington correspoadent of the Bal timore Amevkan-r?. radical journul, by the way-writes the following to that paper : " A gentleman from South Carolina, an original secessionist, who served the so culled Confederate Government with distinguished ability, arrived in this city, yesterday, on his way home, having spent some weeks in trav eling throughout the Northern and Western States. He says he traveled with the object in view of ascertaining for himself the love and temper of the Northern people as regards the South, and with special reference to thc prospect of Mr. Johnson's policy being en dorsed by the people. From what he J.as seen and beard, he believes the people, eve rywhere, will repudiate Mr. Johnson's policy at the polls, and he is 'nov: convinced the best policy for the South is o at once adqpt the proposed amendment to he Constitution, as being the best terms they aro likely" to ' have ottered them. He leaves for homo the ? present week, and intends to urge upon his people the necessity -of imm?diate action upon this vital question." We can scarcely believe a word of this charge "against a South Carolina gentleman. If it be so, we think this gentleman is utterly ignorant of the political tone and sentiment of his fellow-citizens in this State. We do not believe !b*ittho people of South Carolina, even for the boon (?) of having their few re presentatives admitted to Ce-ngress, wlli ever agree to swallow this last radical pill. We would like to hear his reasous for urgine; upon " his people" to stultify themselves by further concessions to the radicals-Colum bia Phoenix. --?<?~ . _ EXODUS TO THE WEST.-Ou Tuesday last a large number ol citizens from this District, probably one hundred and fifty, began their pilgrimage to the.EI Dorado of the West, the far-famed land of the " loee star." While wishing that prosperity may attend the sub stantial, energetic farmers v?ho are thus led to forsake tho homes of their youth and man hood-among them we court many frieuds, and those who were coraridea with us in hours of danger and trial-we pannot but deeply regret that the . old-???tate is being de populated in this wholesale manner. She uceds all the cueigies and streugth of her sons to recuperate and recover from the losses of war, and can illy afford to part with those who were truest and firmest in their allegi ance to her fortunes heretofore.-Anderson Intelligencer. PEKSIMNOXS-\-ROUUH-The Richmond cor respondent of the Dan viii J Register tells the following anecdote about Gen. "Alleghany" Johnston, on tho march to bristoe Station, in the full of 18?I5. The Gineral was riding along the road, and perceiving one of his men up a persimmon tree, hollowed out to him : " 1 say, there, what aro you doing up there '/ Why ain't you with your regiment?" " Tm gettin' simmons, I am," replied the soldier. "Persimmon?, thunder! They are not ripe yet. They are not lit to eat." " Yes, but, General," persisted the Confed., " I am trying to draw my stomach up to suit the size of my rations. If it stays like it is j now, I shall starve." The Augusta Constitutionalist, of Tuesday, has an article concerning thc improvements contemplated in that city, and in that con nection mentions the Columbia and Augusta Railroad.
