That. from and after such period as the Po.,tmaster General ma;y by proclamation annonnee, there shall be charged the following rates of potstage, to wit : For every aingle sealed letter, and for every let term inmatauscript or paper of any kind, u pon which information shall be asked for or coUm municated in writing or by marks or signs, conveyed in the mail for any distance between within the Confederate States of.
