Co-Operation Resolutions. The following Resolutions were adopte< at the Co-operation Mceti::g recently ':d ii Ch arlestou. 1. Resolced, That the aggresaive measure, of the Federal Government, in connecti with various exhibitions of public sentimen by the people of the North through their State Governments and other-wise. for series of years, indicate, in our opinion,: deep-rooted hs:ili:y to the interests of th< South, and a settled purpose to deprive tht Southern States, on account of their peculia institutions, of their original ranks as Sover eigns and Equals in this Confederacy ; ann that the inevitable resilt of such proceed. ings, if allowed to take their course, must be ultimately the entire abolition of negre slavery in the South, and the crection it place of our Federal Union, of a Consoli dated Government, alike despotic and irres ponsible. 2. Resolred That in view of the humilia ting condition of the slaveholding States in this Confederacy-their rights violated their offers of compromise rejected-arid in view of the stili greater dangers which are impending over them, we believe the time has come when this Union should be disol ved, and a new Government organized on the basis of a Southern Confederacy. But while such is our deliberate opinion as to our wrongs and our reendy, we would still be willing to give a trial fairly and in goad faith, to any plan, short of dissolving the Union, which our sister States of the South may propose, for re-inst ating us in the pos session of our Equal Rights, and providing us with adequate guarantees for our future securi:y. 3. Resolred, That as the subject of the controversy in which we are engaged is not peculiar to South Carolina, but equally con cerns the other slaveholding States of this Union, our true policy and most proper mode of procedure, is, in our opinion, to mnake com mon cause with our aggrieved confederates; .nd unite with them in counsel and action to obtain redress for our common wrongs; "such concert of action," according to the views of our own Calhoun, being "the one thing needful," whether to save the Union, or if (as we believe) that be now too late, then "to save ourselves." 4. Resolred, That in the present aspect. of our political atfairs we deprecate the separate secession of South Carolina form the Union: 1t Because it is due to our Southern confederates having a common in terest and threatened by a common d:nger, to take counsel with them, and especi:ally with such of their citizens as are known to be our faithful and devoted friends, as to the mode and measure of redress for our common wrongs; and bee:nse our precipi tate secession from the Union, in opposition to- their views and wishes, would seem as if we claimed to be the exclusive champions of Southern Rights; an assumption which could not but be regarded as arrogant in u, and insulting to them-thus, in place of har mony of feeling, and concert of action, pro voking jealousies, and sowing the seeds of liseorde and our natural allies, and operating to prevent the formation of a Southern Confederacy. 2. Because our se parate secession would be eminently prem ature and unwise at this.time, when we may fairly calculate on the co-operation of other States at no distant period, since the effect of renewed agitation and continued :aggres sion by Northern fantis-results which may be regarded an absolutely certain, must inevitably be, to bring up some of our sis r Sates of the South to the same position w t-e now occupy, and thus operate to ensure the formation of a Southern Confed eracy. 3d. Because South-Carolina, by sep arate secessiont, wvould be placed in the atti tude of a foreign -Governent to the other slaveholding States of this Union, the effect of which would be. that, under the laws of Congress, prohibiting~ the migration or imn portattion of slaves from a foreign country into the United States, we should be sub jeeted practically to the " Wilmot Proviso," in its most aggravated form. 4th. Because in all her public resolves, Southa-Carolinma has given no other pledge-has avowed no other determina&tion, than, to co-operate with her sister States of the South in resisting these aggresions ; and finally, Because in the present posture of affitirs, to dissolve our Union with the South, and thus isolute otur selves from the sympathies and support of those with whom'we are bound together in a common destiny, would be not only abortive as a measure of deliverance, but if not ut terly suicidal in its effects, in the highest degree dangerous to the stability of our Institutions. 5. Resoired, That while we are opposed to the separate secession of South Carolina from the Union without the concurrence and co-operation of at least some other slave holding State, or the reasonable assurance that such would be the result of her sepa rate action, we hold the right of a State to secede. as no longer an open question, and as essential to the sovereignty and freedom of each member of this Confederacy. 6. Resolced, That, as our hope of deliver ance at this crisis rests on the formation of a Southern Confederacy-a conclusion which we believe to be entertained by a large mt jority of the people of South Cairolint-wve wvould earnestly invoke the e.trlv action of our State Conv'ention, whenever'it shall be assembled, to devise and tadopt such mecas tures, as in their wisdom shalml sent most vifectuatl to bring about a system of concert and co-operation among the slave-holding States, ini resisting the aggressions of the Federal Govcrnmnent: and talso as represen ting the Sovereignty of South Carolina to determine by a solemn ordinance, what relation to that governmetnt it shall mean while become us to occupy ; and at the same time to prescribe to the constituted authiori ties of the State, such a course of action as will enable them to take advantagre of all emergencies and to be prepared for all re. stits. After the reading of the resolutions, thec meeting was addressed by loni. A. P. Butler, in opposition to separate State action. Al. though evidently laborinig under severe in. disposition, lhe spoke with animtation and~ great efflet. As we hope to be able to pub. lish his remarks in full, we forbear further comment at present. The Hon. Robert WV.Barnwell followed in an address of considerable length, addres eed to the point of the itnability of the State to sustain herself alone, and the fully of looking to Great Britain for countenance and aid, Hie exposed fully the abolition policy of that nation, as exemnplified by her acts for many years. H~e referred to the great sacrifice at which she had abolished slavery in her own domninions, atnd to the fact tiat it her offer to Texas, the abolition of slavery wvas of the conditions. Both speakers studiously refrained froma any appeals to the passionis or fears of the audience, and sustain their views of this great question in calm and forcible turgument. THE STEAMER ATLANTR NE W Yor.K, August 3, 1851. The steamer Atlantic arrived at this por to-day, with 132 passengers. Cotton was depressed, with sales for th t three d .ys of 35.000 bales-exporters takin 2.500 1 a!es, speculators none. The deel:n< was 1-8. Fair Orleans 57-8; midding ant and Mobiles 4 1.2. On Wednosday, up tc one o'clock, 3,000 bales were taken-llt above prices being barely supported. Flour and wheat quiet, but a fraction low -r. Corn firmer. Provisions unchanged. Sugar declining. Coffee quiet and unchan -ed. Money market as before. The Man Chester market dull-cloth and yarns de elined. G. Wright and T. W. Stock, Liverpool merchants, have failed in consequence of the decline in cotton-the former for ?60,000, the latter for ?35,000. The House of Commons decided that Mr. Solomons, an Israelite, shall not take his seat in Parliament. Dr. Lingard, the historian, is dead. The receipts at the Glass Palace, on Mon day, were over ?3.300! [Probably for the week.] The revisioninestion, in the French Assetr. bly. was defeated. The ministry arc accus ed of corru pt novetnents, and a report pre vails that they re.,ignted on Tuesday before the sailing of the Atlantic. This is not cre. dited in London. CO MM ER CIAL. Durin:, the week just brotught to a close the cot ton market has been dull and inactive ; the de mu mid, however, was steady and to a fair extent, and had there been a supply of cotton on the mar ket it would doubtless have met with a fair cot petition and ready sale; but as the supply on sale was very light, consequently the transactions of the week were confined to some 159 bales, at prices varying from 4 1-- to 7 5-38 cents. CIHARLESTON Avg., .1. One hundred and twenty-five bales of Cotton were sold this morning at 5 to 8 cents. For the Southern Congress. Farmer is about 25 or 28 years old, 5- feet S inches high, well made, fair complexion, blue eyes, light hair, two of his front teeth slightly broken oft' iHe has a sear on his cheek about an inch and a half long ni ade by the cut of a knife. Tobin is IS or 10 years old, 5 feet 11 inches, fair complexion, very little beard, light hair, white teeth, thick lips, well made, and is badly scarred on the right arm and shoulder. A fine apparatus; a large collection of Maps; Anatomical Charts, Globes, &c a Museum of Natural History ; a Cabinet of Minerals and Shells ; furnish unusual facilities for acquiring a practical knowledge of the different branches of Science. Two new Pianos have been purchased in ad dition to those already in the Institute. The course of Study is of an elevated clare ter, and more comprehensive, than that of most female institutions of the highest reputatfon. The PsmxcIrAL devotes the whore of his time to the supervision and instruction of the various classes. The Assistants are experienced in their diffe rent Departments, and those only of known suc cess in teaching are employed. The Academical year is divided into Sessions of 14 weeks each. It is of great importance that the student be present at the commencement of the Session. The Classes are then formed, and a few weeks delay may affect the staading.of the pupil throughout the year. Tuition is charged but from the time of en trance to the end of the Session. Payments are to be made at the close of each Session. Uunusual facilities are given for a tliorouglr Musical Education. In addition to other improvements, which are now in progress, a large covered playground, for exercise in wet weather, and a-gymnasium, are to be erected.
