The represenition of this State being based Upon white population and r.txation, the next appnrtionmtent may be arrived at by dividing the total of population by 62, which will give the divisor of population, then ascertain the taxation for ten years past, and divide by 62. end it will give the divisor for taxation. In 1839,theconuittee added nine and one-eisht per cent to the fractions of population, which gave the. the same denomination as the frac tion of ta'xation. lin the future taxation.. the fraction will be governed by the result of the calculation ofcourse. In 1839, the following Districts and Parishes gained a member each, viz: lnrnwell, Green ville, Marion, Mariboru', St. John's, Colleton, and St. 'hilip'-s and and S't. lichael ; and the following lost a memher earl, viz: Chster, Kershaw, Newberrv. Williamsburg, Prince William anmd St. Helena. Two parishes. St. Stephen's and St. Thomas, and St. Dennis have their representation secu red-under the constitution. By the late Act, the persons appointed fur taking the census, were directed to report the number of deaf, dumb and blind in the State. The duty has been neglected, as but 24 have been returned. The returns in the above list do not always coincide with those made by the district census takers. The London Times, of September 10, in an able article on slavery in America, says LThe will of the people of England and the resources of the British nation, have been applied with absolute anthority and ungrudging munificence to the extinction of sluvery in the British dominiuns. The Northern States of America have no such power of altering the iustitutious and the tenure of property in the slave-holding states of the Union : congress itself has no such power; but if it had, and besides the power if it had the will and the means to carry a general measure of abolition, " we are Const rained t adtit t ha the e x peri ment made by the British government, and the state in which the British West Indies are tow placed by it, would be invoked as the most unanswerable argument against such a scheme."
