Cooke, a brother of Jay Cooke, suspended and ;he First Natio al "Bank of Washington dosed its doors. The Freedman's Savings bank, the Citizens Savings bank md several banks were subjected to a un. The Freodman's bank paid away )n Friday g20,(XK), and on Saturday 565,000. Its officers predict that it will jo able to weather the storm. Ou Saturday the Union Trust Company failed n New York, A defalcation haviug jeen discovered amounting to 8500,000. The stock exchange was closed by a rote of its members to prevent the panic from being increased by the wild rumors >f the bears. Early on Saturday the presidents of ;he banks held a meeting, and determued to stand by each other. In the afternoon the officers or the banks and the L/'learing House Association unanimously resolved, that until November 1st, any aank in the Clearing House may icceive juuk certificates to the amount of sevei <y live per cent of the cash value of its assets, which certificates shall be accepted, in place of legal tender notes, in the settlement of Clearing House dilfeiences. l'hev further resolved 4 tj pool" a 1 their legal tender notes, and make common cau-e against any attempt to break down any of their number. Hie issue of the bank certificates will be made equal.'if accessary, to the eutire assets of the banks, and the practical effect will be a renunciation of the use of legal tenders, the place of which will be taken by the certificates. It is an expansion of the bank credits and facilities, hut not of irredeemable paper. The bauks to which ioan certificates may be issued will be charged seven per cent, interests, and iu addition, one quarter of one per cent, to repay the expemes of carrying out tl.e plan.
