A line of sailing packets has been stated in Philadelphia tor the Port Royal trade, called the " Phoenix Line," The schooner Lona Reed is the first vessel now up for this port, Lathbury, Stcarley & Co., agents. The Philadelphia North American thus speaks of the enterprise: FOR FORT ROVAL. Shippers to the south are interested in the sailing of the schooner Lena Breed #br Port Jrtoyal. Port ltoyel claims superiority ovet Charleston and Savau ? a j ?l nan in a greater ueutu ui w?ici, cuauiuig teasels to toad and discharge at the wharf, less costs of transportation to the interior, aud nominal port charges. There are always remunerative cargoes of lumber, naval stores, etc^y waiting transportation at Port Royal, for northern and European ports. There is the promise of a great and growing business there; a due proportion of which may be secured for this port by the agency of the new line. The Lena Breed is already chartered by R. Judge Carpenter has just rendered a decision in Columbia, wbioh baa an im* portant bearing upon the question of the powers and duties of oonstables. It may I ?i be well for trial iustioeses to note the point. It is well kdowd that, under the statute, no elections for constables have been held, and those that act its such are to be deputized in special cases as set forth in the proviso following the section of the act providing for the election. It was held, therefore that the constable must be specially deputized to serve the paper, aba that in writing upon the same to which of course, the return would be made. Mr. Buskin on the Labor Problem,' In an article almost grotesquely characteristic on "ijomeanu its Economies," Mr. Buskin amuses himself with the utterance of ocrtain grave paradoxes on English society at the present day, and entertains'his readers with some singularly frank confessions of personal autobiography. He lets us know that he is quite free from the "sublime passion" of saving souls, and equally so from all enthusiasm for the progress of science. He takes a forlorn view of the prospects of England in her present state of moral degradation. "Patriotism is, however, perhaps the last emotion he can now conveniently study in England, for the temper which crowns the joy of life with the sweetness and decorum of death can scarcely be manifesto 1 clearly in a country which is fast rendering herself one whose peace is poljntion, and whose battle crime; within whose confines it is loathsome to live, and in whose cause it is disgraceful to die." In the controversy between capital and labor which now threatens to disturb the basis of our financial civilization, Mr. Ruskin'takes strong grounds against the pretentions of the former. 4v?o man ever became, or can become, largely rich merely by labor and economy. All large fortunes (putting treasure-trove and gambling out of consideration) are founded either on occupation of land, usury, or taxation of labor. Whether openly or oocultv, the landlord, money lender, and capitalist employer gather into their possession a certain quantity of 'he means of existence whicn other people produce by the labor of their hands.' The capitalist, argues Mr. Buskin, cannot consume all tne means of life upon himself. He gives them to other persons whom he employs for his own advantage, dispensing them, for instancy among champagne-merchants, jockeys, jewelers, foot-men, builders, painters, mutilans, and the liicc. The diversion of their labor from the production of food to that of articles of luxury is often the cause of famine. But the laborers are begining to learn that instead of paying such large sums into the bands of the capitalist for music, and horses, and sparkling champagne, they had better secure some little comforts for themselves. "These are the views which are gaining ground among the poor; and it is entirely vain to endeavor to repress them by equivocations. Thev are founded on eternal laws; and although their recognition will long be refused, and their promulgation, resisted as it will long be partly by force partly bv falsehood, can only be through incalculable confusion ana misery, recognized thev must be eventually; and with these tnrec ulti*?Auultw_tliuf fKa nunrot'fl UiaW t VOUIkOj vxiav ?uv mww< v? v ...... will be abolished utterly,?that the employer will be paid justly for his superintendence of labor, hut not for his capital, and the laudlord paid for his superintendence of the cultivation of land, when he is able to direct it wisely; that both he and the employer of mechanical labor will be recognized as beloved mas crs. if they deserve love, anJ as noble guides when they arc capable of giving discreet guidance; but neither will be permitted to establish themselves any more as senseless conduits through which the strength and riches of their native land are to be poured into the cup of the fornicatiou ofits Capital." Mr. Ruskin presents a rctuaikable instance of the union of extremes. Born in the purple of hereditary wealth, nursed on the silken lap of luxury, surrounded with the means of the highest culture without an effort of his own, relieved from the hard necessity of anxious thought as to what he should eat, or what he should drink, or wherewithal he should be clothed, he has never raised his hand for a stroke of productive labor. The most admirable effects of his wayward genius arc due to the fact that he lirys had no care for his daily livelihood. The works ofothers have furnished the soil in which the richest fruits of his intellect have ripened. But he now presents himself before the public as the gratuitous advocate of the extremest views of socieisrn. He brings his wealth to the defense of poverty. The principles which he sots forth if carried into effect, would put au end to the cxistiug social order, on the ruins of which he prophesies the establishment of an earthly paradise. Whether bis visions are to be classed among the dreams ofthe enthusiast, or are anticipations of the inevitable course of nature, remains among problems ofthe future. Three Children Burned to Death |iu Barnwell. We learn that on Friday morning last, about 1 o'clock, p. ra., a negro house on the plantation of Mr. Judson Kountree in which were some five little colored children, Was set fire to and burned up, and three out of the five perished in the flames. The others made their escape by rushing through the fire. The persons liviog on the place did not know the house was on fire until it reached the division in the building, and unfortunately there was no window or door leading out side whereby the other three, who were asleep, coOld be saved, and the little unfortunates Were burned to a cinder. Suspicion rest, on Tom Wood and his son Calvin, two colored persons living on the place, who were' at once arrested by out efficient town marshal, Mr. A. M Owens, and are now in jail awaiting the inquest If found guiltv, no punishment the law can inflict will "be too severe for such barbarism.?Sentinel. OLD ESTABLISHED ^EEKLY USE tO BEAUFORT. The Bonds of this Company differ from those of most Southern Railroad Companies, from the fact that the road b completed, thoroughly equipped and fiee from debt and owned and controlled by Northern Capitalists of targe means and experience, whose a Ml and intention is In connection with the Savannah aad Charleston, Georgia, Western and Atlantic, Nashville and Chattanooga and the St. Louis and Southwestern (con solids ted) Railroads, to make tbb the through route, as It b uow the shortest from St. Louis to the Atlantic Sea Board, and- thereby contrails tbe transportation of the vast amo-Jnt of prod ace and cotton seeking a market via the porta of Charleston, 8ai vannnh and Port Royal. Id addition to the strength the Bonds derive from being a First Mortgage of the Port Royal Railroad Conlpanr, tboy bear the guarantee of the Georgia Railroad and Banking Company, one of the best known corporations in the South, and whose credit stands Unquestionably high. The net receipt of this road for the year ending March 31,1872, after deducting all expenses amounted to $350,003?a sum almost sufficient to par the principal, to say nothing of the interest of the bonds guaranteed.
