V { , Raritan, July 3.?The resolution of Congress declaring war with Germany and Austria-Hungary at an end was signed here late today by President Harding. So that there might be no unnecessary delay in consummation of the lorig deferred state of peace the reso ution was brought here by special . messenger from Washington where it , had been give/i final congressional approval yesterday. . The messenger left for the capital again tonight to complete the formalities of the declaration by depositing the document : the archives of the State Department. ' , Washington, July 2.?Enactment of the compromise resolution ending 1 the state of war with Germany and Austria finally was completed today / by congress and the measure will he sent by special messenger to President Harding at Raritan, N. J., tomorrow. He is expected to sign it immediately. Final action on the measure was passed by the senate which adopted the conference report by a vote of 3 to 19, after a day of debate in which the Democratic members made a last assault on the resolution. The house acted yesterday, the vote being 263 to 59. The signing of the measuYe by the president will open the way for re -# JJ-1 X*. 1.1! sumption. 01 aipiumatic reiuuwiio ivith both Germany and Austria but administration officers have indicatc.d that plans for this have not been worked out. All opponents of the resolution were Democrats but three Democrats Shields of Tennessee, Walsh of Massachusetts and Watson of Georgia voted with the Republicans for adoption. Senator Reed, Democrat, was paired in its favor. Announcements were made that all other senators paired or absent favored or opposed the resolution according to their party affiliations. Senator Knox pf Pennsylvania, au thor of the original resolution, was absent, but was paired with Senator Pomerene, Democrat, Ohio.
