The name of National Committeeman Bean of Florida, was brought in to show that he worked throughout South Carolina as an organizer for Frank H. .Hitchcock, arranging contesting delegations favorable to Gen. Wood. While the argument technically ranged about the question of party regularity with the Tolbert faction claiming that designation, the Wood delegates brought charges of "machine rule which they argued under their leadership of national Committeeman Tolbert, had reduced th? Republican vote in South Carolina to negligible quantity. Some of the negro delegates charged that the Tolbert faction had threatened therrt with death if they attended the regularly called i convention. Former Gov. Cooper of Tennessee, presenting the cases for the Wood ielegates, conceded irregularity in some cases but claimed "equity and right."
