IARDING DENIES BANKS WILL STOP LOANS ON COTTON \ ^ i Washington, Nov. 17.?Denying ersistent rumors to the effect that le federal reserve banks have con ;mplated the recall of loans made on jtton or the future issuance of loans 1. P. G. Harding, governor of the jderal reserve board, in a letter toay to Senator Smith, of South Carona, statecF the only change made in le position of the banks regarding >tton loans was a tendency to ricter examination into the grade of >tton shown by the receipts pledged 5 collateral. "The banks will not assume the ilue of even 25 cents a pound," Mr. arding said," "unless the receipts do dicate the grade or other satlsictory evidence is furnished as to hat the grade is. There are so many fferent grades of cotton and the read between the value of the lowt and the highest grade is so great at it seems to n/e that some know ugu uj. me grout; is necessary in nding intelligently on cotton as llateral." Mr. Harding declared there was thing to warrant the inference that i cents a pound was to be regarded a maximum salable value for loan irposes, adding: "We know that me long staple cotton recently sold New Orleans at 75 cents a pound id we know also that is not unusual r the fluctuations in cotton to aaunt to as much as 200 points in a igle day. ' . "In these circumstances it seems to i that it is necessairy to require a rger margin in making loans on cdtn than was the case when cotton iS' selling at a much lower price and is free from the extraordinary ictuations to which it is now subit." While believing that the federal reeve system should dp everything ssible, with due regard to safety d to the "wants and requirements ivi^A?A?fa wvuci vviimiciwmt ium&covd au vuc mtry" to aid the cotton producers market their products in a gradual i orderly manner, so that no -one ?ht be forced to sell at a sacrifice. Harding said the banks should i be used as a medium to ggftble i owners .of cotton to withhold it irely from the prices to an un' sonable level. > CIGJ^ETTIS TO GO UP . ' , i ...t .
