IARDING DENIES BANKS WILL STOP LOANS ON COTTON \ ^ i Washington, Nov. 17.?Denying ersistent rumors to the effect that le federal reserve banks have con ;mplated the recall of loans made on jtton or the future issuance of loans 1. P. G. Harding, governor of the jderal reserve board, in a letter toay to Senator Smith, of South Carona, statecF the only change made in le position of the banks regarding >tton loans was a tendency to ricter examination into the grade of >tton shown by the receipts pledged 5 collateral.
