Washington, May 23.?Plans for an allied purchasing board are being 1 drawn to include purchases for the i American army and navy, estimated J at approximately $3,500,000,000 for j the first year ol war. xne pian as i tentatively outlined, would place a purchasing power of approximately 1 $10,000,000,000 a year in the hands i of a single commission. i Indications are that this tremen- < ! ' i 1 dous purchasing power will be vested in one man who will have under his i command an army of trained experts j -familiar with all American markets. The program has progressed to a i stage where officials have in mind i the man for the place. I Determination to include the needs ] of the American army and navy in i the centralized purchasing board has 1 virtually been agreed upon and the i numerous details are in process of formulation. It is understood that \ the program calls for purchase of j arms, equipment, munitions and all 1 material used in the physical waging 1 of war by experts of the navy and 1 war departments, rather than by civ- 1 ilians, and that these experts will be 1 guided in their activities by the wishes of the secretaries ox me navy i and war, subject, however, to the ap- ' < proval finally of the commission. All the allies will be included in l the scope of the commissions, includ- < ing Japan.
