For a long time Abbeville has not bad the best ofqaartera.for city prisoners, but things are better now. Years ago, prisoners, moles, plow-stocks .and harness put up oloaely In the same neighborhood. Not so long' ago the prisoners and the mules were separated and the prisoners held the fort, until now theolty council has Just completed the best and most comfortable cells for Its lodgers In each cell Is a good board bench, with the soft side of the plank turned up, a splggot from whloh drinking water, and water to perform the morning oblutlon, may be drawn, sewerage, electric lights, steam heat, great Iron doors, and other things whloh make the prisoner comfortable during the night and which may Insure hte presence at the Mayor's Matinee in the mdrning. As tar as this editor can see there is nothing lacking in the city's look-up. It Is a credit to the humanity of the council that they have set so good an example of proper treatment | of prisoners. Here's the pride. Now for the disgrace. . i Butlfyou want to see a system of cruelty to prisoners look at our Jail snd view the scanty provision that has been made for the comfort, and the total neglect of the decent humanities. A decent hog ought not to be of f'red the Indignity of a night's lodging, one old blanket la all that they get. No water, no sewerage; one winters prisons was bo badly frost bitten that upon tbe Sheriff telling the Conrt of his suffering, the Judge set the man free. The provision for the care of the county prieoners Is next to nothing. The sheriff Is furnished nothlDg with which to ameliorate their -suffering, tbe (tench tbat must arise from tbe cells from which slops and filth Bre not removed more than onoe a day must be disgraceful to any people olalmlnR cbalstlan civilization. Tt)e cost of putting water and ewerage Into the different cells could not be over $20 or $80 per cell. And yet humane Ab. bevllle county is so penurious as to treat a prisoner with less consideration than Is usually given a pig.
