NOTICE OF ELECTION For State and County Officers, and For Amendments to The Constitution. State of South Carolina. County of Abbeville, Notice is hereby given that an election will be held at the several preeincts established by law in Abbeville County, on Tuesday. Novembers, I DO 1 for the following otlicers to wit: Governor, Lieutenant-Governor. Secretary of State, Attorney-General, Slate Treasurer, Comptroller-!reneral. Superintendent of Education, Adjutant and Inspector-General, One Kailroad Commissioner, County Supervisor, County Superintendent of Education, Sheriff, Coroner, Solicitor and three members of the House liepresentatives. Pursuant to the Constitution of South Carolina an election will be held at the same time and place for amendments fn t.ho Constitution of South Carolina pursuant to the terms of Joint Resolutions Nos. 383, 3S4 and 3S5 (Acts of South Carolina, pp. 674, G7~? and 676.) as follows: A JOINT RESOLUTION Proposing to Amend Section 9, of Article III, of the State Constitution, so as to Provide for Biennial Sessions of the General Assembly. Section 1. Be it Resolved by the General Assembly of the State of South Carolina That the following amendment to the Constitution of tinState of South Carolina be submitted to the qualified electors of the Statist the next general election for Rep resentatives. and if a majority of the electors qualified to vote for members of the General Assembly, voting thereon shall vote in favor of such amendment, and a majority of each branch of the General Assembly, shall after such election, and before another, ratify the same amendment by yeas and nays, Section 9, of Article III. of the Constitution, relating to tne legislative Department, be amended by adding after the word ''place" in line ten of said Section, the words "until the end of the session occurring in 190G a'ter which the said sessions shall be held at the same time and place biennially," so that said section as amended shall read as follows: The annual session of the General Assembly heretofore elected, fixed by the Constitution of the year eighteen hundred and sixty-eight, to convene on the fourth Tuesday of November, in the year of eighteen hundred ami ninety-five, i* hereby postponed, and the same shall be convened and held in the city of Columbia on the second Tuesday of January in the year eighteen hundred and ninety-six. The first session of the General Assembly elected under this Constitution shall convene in Columbia on the second Tuesday in January, in the year eighteen hundred and ninety-seven, and thereafter annually ?t the same time and place until the end of the session occurring in 1906, after which the said sessions shall be held at the same time and place biennially. Should the casualties of war or contagious diseases render it unsafe to meet at the seat of government, then the Governor, may, by proclamation, appoint a more secure and convenient place of meeting. Members of tinGeneral Assembly shall not receive any compensation for more than forty days of any one session: Provided. That this limitation shall not affect the first four sessions of the Genera! Assembly under this Constitution. Sec. 2. A JOINT RESOLUTION Proposing to Amend Section 7 Article VIIJ., of the Constitution, lvelating to -Municipal Bonded Indebtedness. Section 1 Be,it resolved by the General Assembly of the State of South Carolina, That the following amendment to Section 7.
