A good deal is being said in the p pers now about the Brice bill?it mea ure which allows counties to vote oi dispensaries. The bill was an issue i some of the counties in the recei campaign. Surely tl people of a county ought to have tl right to say whether or ntft whiskt shall be sold in their midst. But the advocates of the Brice hi do not claim that they are contendir for this principle. Their avowed pu pose is to cripple, and kill if possibl the dispensary law as a means of re; ulating the lipuor trallic. So far i we cau recall, not a siugle advocai of the Brice bill has claimed to 1 working in the interest of temperam ?or trying to decrease the evil i whiskey. If the people who are trying i break down the dispensary law wi go to work and force its enforcemei ?in letter and spirit?they will < more toward securing temperance tha they will ever do by their preset! tactics. For the dispensary law is not bein enforced. The policy of the dispel sary management seems to be to ii crease the sale and use of whiskt instead of decreasing it. The teudei cy all the time is to make it easier I get whiskey, rather than to make more difficult. If the dispensary law is enforce* according to the letter of the law ! it stands today on the statute bool and according to the spirit in whic it was promised to the people, th would not be the case. The temperance people aud the pr hibitionists make the mistake of joii lug hands with those who want to {. back to the old barroom systemthose who want to go back to the ol plan of allowing individuals to se whiskey for a profit. If the prohibitionists and ternpe ance people will only be consistei and work with the right end in vie they can do a great deal. The fir, thing they should do is to secure tl enforcement of the law. They shoul not only stamp out blind tigers whe ever they exist, but they should s< that dispensers follow the law in mal ing sales in these institutions, an that the State dispensary is conduct* with a view of decreasing the sa and use of whiskey by the citizens the State instead of trying to increa it. The temperance people can do th if they will try, and if they will mal a beginning they will find that th< will receive the support of all tbo who are believers In the dispensai law and want to see it enforce And this class constitutes a majoril of the people of the state. But so long as the temperam people consider themselves too goi to "touch the unclean thing," at refuse to do anything to have the e isting law enforced, a great mai. people are going to be content to 1 things rock along pretty much as tin now exist.
