The Press and Banner. BY HUGH WILSON. ABBEVILLE, S. C. JWPubllshed every Wednewlay at S- a year la advance. Wednesday, May 16, 1900. The Water Works. Our people are now giving attention to the question of water. The great cash deficiency that occurs annually In the operation of the plant affords a theme for dlscnB6ion. The de' flclency has to be paid by the town council, although that body .has do power to contract or reduce the outlay. The water commission receives or collects the water rents, and the council mast meet the deficiency. No complaint or censure of the Water Commission, because of past deficiencies, has been heard, aud all our people seem satisfied that effort has been made to be as economical as possible In the operation of the water plant, but it appears to many that the Eleotic Light and Power Company has made an , exoeedlDgly liberal offer, whereby a heavy burden would be lifted from the shoulders of the people. While we do not know, the exact sums collected for water rents, we are furnished by the City Counoll with the following statement jfi of the amount of deficiencies which they have paid during the '.ast twelve months: 1899. May ?. 8178 76 July 263 41 October 96 14 December 56 35 Km ' January 867 22 February .... 90 00 April 510 00 Deficiency In operation >2,090 83 Additional charges: Sinking fund 625 00 Interest on bonds 1,000 00 Air compressor 1,051 30 Freight .... 124 44 . Expense air compressor 193 25 Belting 123 48-55,708 30 Total deficiency 87,799 18 The city of Abbeville gives her people good water. Onr understanding Is that It costs v from four to six times as much to get the water Into the reeervolr as it does to pump It from the reeervolr Into the stand pipe. If the city gave us branch water, we might get it for eight cents a thousand gallons. From our point of view, the users of water , have no good cause to complain at thirty oents per thousand gallons, and we think when they become accustomed to the meter system, they would cheerfully pay that amount. The great question before this people is: Will the Water Commission assume the responsibility of refuting a seemingly good ofler, and run the risk of charging a big deficiency against the council? . In view of the offer of the Electric Light and Power Company, will the City Council willingly consent to the continued footing of the deficiency bills, should they occur? While It Is possible that much of our understanding of this matter may be at fault, yet there seems to be enough in it to prompt further and fuller Investigation, and we know that the Water Commission will concur in any effort that may be made to bring about the best results. The people want to be Informed on the BtatuB of affairs, and they will be perfectly satisfied when they understand and know all the facts that combine for the best interests of as all. [V. i . Owing to tbe general Interest which is be Ing taken by oar people at this time in the cost and operation of tbe Water Plant tbe Press and Banner asked Judge Lyon, Cbalr man of tbe Board, to talk on tbe subject foi publication, and we report him as follows: Q. Will you, as chairman of tbe Board oi Public Works, state for publication tbe statuf or tbe water plant, and tbe plans of tbe Board In regard to the management of tbe same ? I Ana. Yes, I will cheerfully do so, and will say tbat tbe commissioners of pnbllo worki are doing all !tbat tbey possibly can to give tbe city tbe best and cleanest water of any lc tbe Stale, and at tbe lowest possible cost foj tbat kind of water. Tbe meter system wblcb went Into effeel tbe first oi April bas pot all patrons on tbe same baBlB, and bas already placed tbe sup ply of water nnder tbe easy control of tb< Board. Before meters were pnt In the pumpi were ran nearly all tbe wblle, botb day and nlgbt, and resulted In a heavy loss to tbe city, wblcb was met by a special tax levy. Tbe pumps are now running on an average of four and a half hours per day. Tbe stand pipe Is kept full or full enough to give a pressure throughout tbe plant to guarantee absolute protection against fire. We are now at tbe middle ol tbe first quarter under tbe meter system, and are taking tbe register of tbe meters to see If tbey are registered aright, and also to ascertain tbe amount of water used by tbe patrons. Tbli Information we will be pleased to give tc users of water if tbey desire It. Q. Is tbe present or meter rate lor water higher than lormerly? Ans. No. Tbe rate bas not been changed. Tbe basis bas always been at 80 cents per 1.00C gallons. Tbe amonnt of water now being nnmn^ la nr?? mnro than nna.fnnrlh arhaf. If waa before tbe meters were pot on. and tbe expenses have been reduced accordingly. Daring tbe year 1899 tbe expenses for operating tbe plant was about 16.60 per day. wblle It Is now about 83.65 per day, or about 8109.50 per montb. Thus we pay tbe engineer who Is a practloal machinist, and does nearly all repairing, &c., without extra oharge, per montb 8 35 00 The superintendent, wbo buys all suppiles such as wood, oil, Ac, keeps the aooounts, collects the water rents, &o.. 10 OC Fireman 8 00 To wood? 86 oords per month at 81.85.. 48 6C Oil, Ac., per montb 8 00 \ Total running expenses per montb 8106 60 * If it Is possible to farther reduce tbe running expense account it will be dona Q, Is yonr Board In favor of cheaper watei rates? ? Ans. Yes; and tbe rate will be reduoed tc the lowest price possible whenever it can be done without taxing ibe citizens to pay a deficiency. Or if the City Counoll wbo are obarged with tbe levy and oolleotlon of taxec for city purposes will recommend to tbe Board any reduction of present tales, it will be done to take efiect at once. Q. Can tbe water plant be ran witboal loss? _ Ana. That we canDol answer now, ior wt have cot reached the end of tbe quarter, when estimates can be fully ascertained. Be sides tbls the suocees will depend solely upon tbe patronage by tbe citizens. We would ask all wbo are Interested In tbls matter to bear In mind tbat we are not furnishing the city with branch water, but arte slan water of high analysis, and tbat It costs more *Dd Is more valuable than any othei kind of water. Tbe Board will suggest some additions and improvements to tbe plant In future which will add much to Its value to tbe city. Charleston Waking Up. Tbe proposition for holding a Southern and West Indian Exposition In Charleston seemi to be popular, and Is gaining strength. Tbe move Is certainly a good one. If people from other sections of the oountry would visit the old city, they might remove tbe antiquated notions from the minds of the oldest moss baok In tbe city. The presence of good men In the city might be a revelation and a sur prise to those esteemed citizens who tbinfe tbat there Is nothing polite or meritorious outside of tbe staid old city. FARMERS AND COTTON CONVENTION. What's tbe matter that tbe farmers of Abbeville county can't get up a cotton conventloo, looking to tbe establishment of bonded warehouses, as weU as to the marketing, and sale of their c tton? Will they Join this new movement and make themselves a "unit" against the world, and all that class of sharper*, and trlckters who rob them every year oat ol maay millions of dollars, or will tbey simply be content to go on In tbe same old rut?"tbe road their fathers trod"?and be mulobed annually out of their hard earnings, and many even out of their bomes ? Tbe farmers are tbe sinew and backbone of the oountry. Upon their efforts depend all classes of trade, and business; then wby not organize, as almost all other classes through tbe land have done, and rise In tbelr might equal to tbe occasion. Upon their receipts i from a bonded warehouse any bank woald gladly loan them money, as well as upon any remaining cotton to tbelr credit, which would be the very beat collateral. By such arrangei ments tbe farmers would be enabled to borrow money at a low rate of interest to pay off bis debu, aa well as to hold bis cotton until be realized for ifrtbe price wanted.
