The farmers can be seen with broad smiles on tbelr faces, for they have bad a good rain. It has been said by one tbat bas been traveling the past two weeks, tbat tbe crops In Warrenton section are better than any he has seen. Our community was grieved as well as shocked when we heard of tbe accident o( tbe editor of tbe Press and Banner, and sincerely hope that he will soon recover. Rev. B. M. Cheatham returned last Friday after an extended visit to relatives and friends In Honea Path, Anderson and Greenville. Mrs. B. M. Cheatham will return today, (Monday) from au extended visit to Greenville. After spending two weeks at Rock Hill, Prof. R. B. Cheatham Is at home again, and Is now visiting in Wellington. Tbe Warrenton annual plcnlo Is now a thine of the oast with tbose tbat were not present, and with those .that were present it Is a day to be looked back upon with pleasure. Madam Ramor says there will be another plcnlo there the last of August. If It is true the public will be notified In plenty of lime. This last plcnlo was all that tbe propagators of It could have expected. The dinner was plentiful and of a variety to please any one, the music fair, dancing all day, pretty girls abundant, and with all, a pleasant day was spent. Tbe picnic was made up of people from Abbeville, Sharon, Lebanon. Mount Carmel, Due West, Uonea Path, Lowndesvllie, Monterey, Lallmers, Watts and Warren ton. Just after Binglng the Doxology, one of the mules became very plouB and undertook to kneel down and pray, but was so awkward the carriage todTgue was broken. The pretty girls and a pipe prevented the boys Irom avlng a Sunday School scene Just then and there. The exercises of the day were well managed and everything passed off very pleasantly, as every one expected?Mt. Carmel being noted for success in anything she undertakes. Being one of tbe best teachers In Sooth Carolina, we feel safe In SAylng that tbe school will flourish and prosper under bis supervision. He will be assisted by Miss Antbo Pope, of Greenville, and bavins taught together before, they understand eacb other ana we feel sure of their success. It Is with pleasure that we notloe that Prof. J. A. Caldwell has been elected Principal of tbe Antrevllle High School. Tbe Trustees are fortunate in securing so able a teacher as Prof. Caldwell. From tbe number of applications for tbe Warrenton School from various parts of tbe State, we feel sure that a competent and painstaking teacher will be secured, as heretofore. Lost, on July 1st, two small packages at tbe picnic, one of tbe packages contains a letter directed to Rev. B. M. Cheatham. Any one that got them by mistake will please notify Rev. B. M., or J. C. Cheatham. Benefactor. - ? To Build Up Cities. Manufacturers Record. As tbe last meeting of the Commercial and Industrial Association of Montgomery, Ala., Mr. L. L.Gilbert, tbe secretary, made a strong plea for measures whereby Montgomery may become a well-grown metropolis and center of manufacturing as well as one ol trade and oommerce. He argued that any community dependent upon one Industry for Its suocess Is not well balanced, and that a town grew to a city of substantial attainment only by persistent efforts to develop all Its possibilities. He satd that the position of Montgomery, between the ooal and iron on one hand and the timber on tbe other. In tbe midst of a prosperous agricultural region and a center of railroad lines. Is destined to be tbe largest Inland city In tbe South, but suoh a position could not be obtained If Montgomery should fall to impress upon manufacturers lis rcuirmrnon nf ohsan material. cheaD Dower and fuel, cheap labor, low taxeB and reasonable transportation facilities. He made tbe following suggestion: "We should this year enter upon a vigorous campaign for small manufacturing enterprises and convince tbem of the superior advantages possessed by Montgomery. We should start a guaranteed fund of 820.000, to be expended for this purpose alone, 1. e., bearing tbe expense of removing successful enterprises and securing tbem desirable locations In Montgomery. We are now negotiating wltb a manufacturer employing 180 hands, doing an annual business of 875.000 and spending 820.000 a year in pay rolls. It will cost blm $1000 to move, 82000 for a building, 89)00 for a desirable site, and he will lose one month's business doing It. We can bring him here, I believe, for 82500, and perhaps less. Tbls matter will beplaced in tbe bands of the manufacturing committee, wbo will develop h pi a Li iur rnigiuc luid ujuucj .auu wuiiuuuicate with you later. Be ready and willing with your response. If you have a good, live suggestion for raising this sum, submit it to them. They will be glad to receive It. Only remember, a city gets Industries Just like a merchant does trade?by going after It." There are many 8outhern communities like Montgomery wbicb would be greatly benefitted by adopting the suggestion of Mr. Ollbert, that the methods followed by merchants In building up trade should te followed by a city In developing Its resources. Whether It Is always wise to otfer a bonus to a manufacturer to settle In a community Is a disputed ques* tlon, the answer frequently depending upon Indlvldoal circumstances, but any plan whereby the advantages of a city for manufactures In the way of labor supply, taxation, closeness to raw material and markets may be promptly and properly Impressed upon enterprising Investors is to be commended and should be supported by every member of a community. Carried out Intelligently, and backed by a willingness of local capital to unite with that coming froca abroad. It will place any city in the position for which it le fitted. ?
