On a former occasion he had measured i ofl' a tract, giving elevations, but the architects desired a survey extending over larger territory, owing to engagements at home Mr. Urier has not been able to come down I ' sooner than last Saturday. Mr. Parker and Mr. Wilson, directors, and Mr. (j. 11. Moore,! C. Hughes and Andrew went I with Mr. Urier and measured the ground taK-1 ing the elevations, and the run oi the creek. | We presume the plat of the survey hasal-l , ready been sent to Messrs. Lock wood A- Green i in Boston, and that in a very short time we will have the plans for the bouse. About $35j00(1 or ?40,000 will be available for j a house, and it is probable that this amount, will be spent in putting up a building tor the manufacture of coarse cotton cloth.About fifteen hundred thousand brick have been made and burnt. The directors will likely go to work as soon 1 as the plans are received, and the President i returns from the convention. ' In that case the railroad will be asked to put in the side track at once, so that we may ship timber, lime, cement, etc. The directors are not now seeking additional subscriptions. Enough has alreitdy been i subscribed to build a splendid house, and their first efforts will be to get a suitable j place in which to set ud the machinery. I when the house has been built and paid for ! . there need be no fears about getting the ne-1 cessary money to put in the spindles and looms. No house has ever been built that was not filled with machinery,and It is likely that the directors will profit by the experience of others who built small houses, and who In a few years bad to enlarge them. The directors of the Abbeville mill propose to j build a big house, and they think SS.OOOor I $40,090 will pay for it. Our subscription list is better than the aver- j age subscription list for a cotton mill,and the instalments are being paid In with gratifying [ i promptness. Under all the circumstances the directors I have done remarkably well. There was not! a dollar of subscription due until tbe 15th of | <wnhar nnrf vft enousrh of tlie subscribers to | tbe capital stock anticipated payment to enable tbe directors to pay some for land in Jane or July, with a small balance still in bank. The brick contractors went to work, and as tbey burnt brick tbe money came in so that the directors have never defaulted in j j paying for about a million and a half ol brick. It was thought that money would I have to be borrowed to paj for tbe brick, but 1 through the patriotism of the subscribers to tbe capital stock the work has progressed as fast as it could have done, if there bad been a million of dollars in bank to the credit of tbe company. The directors have faith in the enterprise and they will give the factory a big lift as soon as the house is ready for the machinery. Tbe contract for laying the brick may be given out at any time, and it Is thought that the house will be finished next summer and that the machinery will be in place oext Kail in time to work on the next crop. J. | Moselev is certainly remarkable, and alto getber commendable, considering me ueiays i t hat so frequently outrage justice and shake the contldence of the public in the efficacy of the courts to punish criminals. Indeed, the newspapers here having noted the shooting of the constable as described in their press | despatches at the time of the occurrence, but i uo such despatches having been furnished ol the sequel, I mentioned the case myself to some newspaper men 1e a way to elicit approbation of the Abbeville method of punishing swiftly through the Courts. But an instance bus occurred this week just ' across the river in Alexandria County, Vir- j glnia, that distances the record of Abbeville j even. On the afternoon of Monday, October ] 2-Sth, the daughter of an Alexandria County j farmer, while on her way from school, was | waylaid and assaulted by a negro boy. The I screams and struggles of the girl, however,! brought timely assistance; and the boy was j captured within an hour. By 2 o'clock on j the afternoon of Wednesday, 30th, the fellow ' had been indicted, arraigned, tried, convicted j and sentenced by the county court, to be i liaDged on Friday, Decembers, 1895. The time-honored custom, if observed, would have resulted in the lynching of the j negro; but Governor O'Ferrell, during his j term of office, has been active to suppress" i lynching by every means in his power. You 1 may remember that in the early part of his j administration he used two companies of the i Mtate malttia for a week in guarding, during I the trial at Orange Court House, a couple oi j prisoners against whom the'publlc indignation was so great that it was feared that the would-be lynchers would invade the precints of the court house and wrest me prisoners i Irom tbe very band of the court. When courts come to act promptly in the punishment of wrong-doers, there will be no j need of lyncblngs. It is infinitely better to observe the forms of law and execute accord- ! iug to judicial process thau that punishment | should be inflicted by an unauthorized inob; and when courts show that they cau be relied on to punish the criminal instead of affording to him the means merely of making good his escape, the great temptation and provoca- j tive to lynching will be removed. For the law to have its greatest terrors, the otrender whose guilt is known must not only I be punished?he must be punished speedily. ] I f the courtsof the country had more regard to j this fact, and indulged in fewer delays, there j would be fewer lynchiugs. You will recall j how tbe angered populace at Mt. Sterling, | Kentucky, in June last, desisted from a ' lynching at the entreaties of the judge who j promised them to convene a special term of! the court to try the prisoner. On such assu- j ranees the otticers of the law were permitted ; to retain the prisoner, and the mob gave up j Its purpose. Of course I am not suggesting that the prt>cedure of a court should be marked with the j celerity of ap avenging mob, though I believe i there was a case down in Caroline County, I Virginia, where a mau was arrested, indict-; ed, tried and convicted all the same day: but ; such haste was evidently for the purpose of; forestalling a violent outbreak which was i feared if justice should be delayed. Courts certainly, however, in dealing with; crime, ought not, in their solicitude lor the accused, to forget the public iu whose behalf j it is that criminal laws are enacted aud pun-, ishments provided. And when Ihe public; iiui c ucou IUII^ uj iww ? regard lor the accused, to protect when iu his presumed innocence the courts will go to every extreme, resulting in the nou-punlsh* J ment, for a long time at least, of the known t lawbreaker, it Is not strange that the morei impulsive of the outraged public do some-1 times protest by assuming themselves, iu a I flagrant case, to inflict the punishment which ought to be administered through the courts. : Yours, J.
