Hie readers of the Press and Banner per.ps know that this newspaper is opposed, i principle, to catting down the size of e counties in this State. tn many of the richer and more densely pulated Slates the counties are large. In the Slate of Georgia the counties are ry small, but we hear nothing of the cesslve prosperity of that State on account her small counties. South Carolina Is to day building rhaps five times as many factories as >orgla, while the spirit of progress is abroad roughout the State. L'he industry of building court houses bents nobody materially, except the lot owners r Court House sites, and the politicians, le politicians, like the poor, are always with jut the exciting campaign which we have st gone through has developed and perpet*'J - ?1 -1* ~ffx on/t InfAlpranpfl lieu H. spun Ul omit ouu ver before experienced. A few of the peoe of Greenwood seem to have lost their ads, and given vent to expressions and salons which have not helped the cause lich lay next to their beans. Much has en said in the name of Ureenwood which ) think the more conservative and fairer Inded portion of the people do not endorse. The advocates of the Court House at Green* >od have, we think, exhibited a zeal which to be admired, if properly directed. But as lltlcians, they have blundered from first to ft. n the first place the advocates of the new unty blundered In not seeking a friendly reementwlth the old county, and then ey erred In the location of the lines so as to cite the strongest opposition. Reasonable sn ought to know that the people ol this ,y would object to the cuttiug out of the ry heart of the old county. We learn that e line of the proposed new county was run thin about four miles of Abbeville Court >use. and of course Abbeville city and ibevile County objects to that and will hi it to the last. tVhilc opposing new counties, yet In view the prolonged strife It might be the part of sdom for Abbeville to consent to the cutig offof territory for the formation of a w county at Ninety-Six. This will be ne if Ninety-Six will not cut too far Into jbeville county. Ir Nine-ty Six will not .empt to come above the lines of the A. & and the G. C. & N. Railways we have no ubt that Abbeville will consent for Nlnetyc to be organized into a new county by the ? axe uouveuuim. iuc oun.v wu??uvivu v?u anything, and If Ninety-Six will be satisd with a small county, we have little doubt t tbat tbe Convention will set off the prosed new county, if there is not objection >m Abbeville and Edgefield. jet Ninety-Six take two townsttlps?White ill und Ninety-Six?from Abbeville. If By are satisfied with tbat amouut of terrify from Abbeville county, and tbey really inta new county, then let a delegation tit upon the member* of tbe Convention im Abbeville county, urging their reasona) request, and we believe that Ninety-Six q get the unanimous consent of the memra elect to the Convention. \.fter they have done this, let them go to Igefield and make a reasonable request for ritory, and we believe the delegates from lefleld will concur with our delegates in ting for Ninety-Six county. jet them not ask for the earth or expect e Edgefield delegation to consent for Nlne Six to cut the heart out of the old county, ley will not consent to that, but let tbe adcates of Ninety-Six county propose to ke the corner of Edgefield which lies farthest ?m Edgefield Court House, not going too ar to the old Court House, d the success of their enterprise Is reasonly well assured. But if they propose Jo n the new county line under tbe shadow of e walls of the Court House, or within three four miles of the county seat, the defeat of elr proposition la almost certain. t must not be forgotton that the people of nety-Six and Edgefield are brethren and at the people of Edgefield have not on ly lnrest, but sentiment, in the mutilation of e old county. Ilespect that sentiment and at Interest and the people of Edgefield will generous, if not from natural Impulse, oerInly In accepttlng tbe inevitable. L,et Ninety-Six not antagonize Lanrens d Newberry counties by proposing to take tie corners from them. Tbe small territory us proposed to acquire will not be worth dangerlng the whole scheme. Better take imallcouutv. > Another matter: In berzeal for small connjs and new counties, we doubt not that -eenwood, to be consistent, will lend her i to N inety-Slx. As we understand Green>od and Ninety-Six came to an agreement Ton nan When the nnpntlnn nf n iw county aud the question of building tbe & K. Road were being agitated, we besve It was agreed tbat Greenwood would ill for the railroad and Ninety-Six strive r the Court House. Greenwood got the railad, and up to tbe present time the people ' Ninety-Six have-not obtained a Court ouse. The line of the new county of Nlnsty-Six ould not embrace and Include Greenwood r two reasons. First: To Include Greenwood would bring e line too near to Abbeville and cutoff too uch of our territory. Second: If Greenwood should be In the >w county, the Court House might be raovI, even after it was built or established, reen wood being the most .populous portion the county might demand u popular vote i tbe location of tbe Court House. We besve this was done In Barnwell county and e Court House moved. At a recent election Berkely the Court House was moved to onk's Corner. If Ninety-Six gets tbe Court ouse she ought to be placed in a position to jep It. Ninety-Six county could be established by etes anil bounds, regardless of the area, as ie Convention can do as It pleases. Ordinarily the Convention ought not to ake new counties, and it should never act i partlzan for or against any locality, but ltcan bearblter and peace-maker, then It mid very well afrord to establish a county. The great objection to new counties, and ie great barrier to success has been In runIng the lines. If Ninety-Six will be satisfied with the tertory below our railroads, and take Ninetyx and White Hall townships, not coming saror than a mllcnnd a half of the Pnlnm. a and Greenville Ilallroad de?iot in the city ! Greenwood, we believe tbe unanimous insent of our delegation should, and would i given to tbe establishment of Ninety-Six maty. Abbeville feels very grateful to Ninety-Six r the handsome vote that she gave our can> dates, and never before have oui" people It as much like yielding to the wishes o! jr sister town. But for two things Captain MeCaslan would i the opinion of tbe Press and Banner ive received a big vote at Abbeville?name' his sneer at Abbeville when delivering Is speech in Greenwood, and the vicious, Qkind and uncalled for attack of "Easl nd" on the people of Abbeville, while as* jaling to the country people against us. Bat for theRe two circumstances the Press ad Banner believes that Captain McCaslac ould have been proud of his vote at Abbe' llle. In the years that are past little politicians ave resorted to appeals to prejudice against bbeville, with the sole view of benefltinn inUldat.es from other localities. Heretofore bbeville has let these appeals go uuheeded lit when men openly on the stump deride bbeville, or seek to form combination* itli the outlying districts Abbeville musl od will protect herself. Without 'examInig the records, we feel safe In saying thai bbeville was never ho nearly united as she i to day. Conscious of the rectitude of our course bbeville proposes to be a factor in politics ud will stand by her trlends. OFFICERS AND HORSES. lliat it Private Soldier Has to Say oi Tliem.
