The Press and Banner ABBEVILLE, S.C. ^"Published every Wednesday at $2 a year in advance. 1 Mr. ROSWELL T. LOGAN, of Charleston, Is not authorized to take advertisements for this newspaper. Wednesday, May 9, 1894. j Col. McMaHter'fi Letter, The letter of Col. McMaster is a curiosity. It is, however, an honest expression of opinion, and presents more fully than usual the ideas of the minority In this State. By reading between the lines it shows iu the most conclusive manner the absurdity of supposing that the organization of "Democratic" or anti-Tillman clubs can effect the { elections in this State. But suppose that all the anti-Tillman men should organize, what can they do against ( tne regularly organized Democracy of the State? Unless Colonel McMaster was allowed to make two-thirds of the people ineligible, bow do the select and super-excellent little one-third expect to gain power? This country 18 ruled by the majority 01 ine voiert.. The Press and Banner does not believe tbat 1 any one coterie or set of politicians possess , ail tbe respectability or patriotism, either. < We believe a subscriber to tbe Ocala plat- J form Is Just as honest and Just as patriotic as tbe Tlllmanites, the Populists, or tbe antl- < Tlllmanltes.^ ' i Webster says "a patriot is a person who | loves bis country." Will anybody deny that Democrats, Populists,Ocalaltes, and Alliance- ! men love tbeir country ? Without exception tbe Alliancemen and > Ocalaltes stood tor South Carolina in 1S76. ' All Soutb Carolinians are interested in < ma staining unity and barmony among the ' white people, and those who get beaten in 1 ~ * 'J - *halw Hofaat as , tbe eieoiiooB snouiu uui^pi bum* ? ? gracefully as they caD, and bidte their time. We oertalnly can gain nothing by withdrawing from tbe great mass of tbe voters to organize a "Holler Than Thou" Club. Tbe Press and Banner believes that It Is foolish to attempt to organize "National Democratic Ciubs." We can gain nothing by , it. We can't elect anybody, and to organize such clubs with any view of getting office from Cleveland is a waste of time, and seals the political fate of those who Join It. Recent developments would Indicate that the President is governed by the congressmen. Prohibition. Elsewhere will be seen tbe decision of tbe Sapreme courtj which declares that "there is no authority invested with the power to grant license for tbe sale of spirituous liquors within the limits of this State." The town counoll of Abbeville have granted "Indulgence" to three parties, who, we pre. sume, will 6ell intoxicants, very much as under tbe license system. After the recent experience in trying to en' ** ?lon. I, nrrttilrl hfl fool 1Kb JUIUO lUCUO|rouoai; ?wt?, ? for any one to try to enforce prohibition j without men and money to make It problbl- j tlon in fact as well as in name. > For this reason, the Press and Banner J wuoid suggest the propriety or expediency of , not interfering with the men wbo have al- < ready bought "indulgence'' or immunity ( from prosecution by the town authorities. j That we will have liquor under the exist. ? ing circumstances, we presume no one ] doubts. t The present liquor status will likely remain < unchanged until such time as Judge-elect Gary goes on the Bencb, at which time the dispensary decision may be reylewed and reversed. The public good and the public moralB demand that our old-fashioned bar-rooms must close, and that the equally objectionable blind tiger must go. Register. , i Young men who have become of age since J the last election, and.tbose who will be twenty-one years of (age before the next general 1 election have only one more day ia which to ' register. Sale Day In July. The same applies < to all persons who have moved into thlsState since the last election. It is of vital importance that every citizen | register. Unless those above referred to regis- i ter next Sale Day they will be after that day ' forever barred the right to register, and can- | not vote at any election. ? ? I The Columbia High Kctiool*. , Superintendent D. B. Johnson in correcting 1 a publication about the city schools, among | other things, says: ' 1 "It makes the impression that there has | been no school provision in Columbia for the 1 preparation of pupils for colleges, whereas 1 the fact is the high school department of the ' city schools haB prepared many lor colleges who have entered such institutions and main- * tained themselves In them with credit." ( Mr. C. C. Lanqston, of the Anderson In- i telligencer spent a nigbt in Abbeville last I week, and wetried to show him our town, but the rain Interferred. Mr. Langston is one of ] the editors in thlsState wbo are making a j financial success of their papers. Almost j anybody can "run" a newspaper, but there i are very few who can make a good paper, satisfy the'public, and put a little money into their?pockets at the Bame time. MYSTERIOUSLY SHOT. A Colored Man Seriously Wounded One Nlffbt LbhI Week. Ellas Perrln, a colored man living in this , town, was mysteriously shot last Wednesday < night In the neighborhood of his own < house. He reports that be was out about ten or eleven o'clock a little distance from his bouse, when some one died upon him In the darkness, one ball taking effect In tbe back below tbe shoulder blade. Other shots were tired, but missed their mark. Tbe wound at oue time was considered to be a dangerous one, bat it is now thought he will pull through. He Is a married man, living In his own bouse, and Is supposed to be aged about lorty j years. Reports say that he does not know who shot blm, but that he has an idea as to who did It. Hedrives a dray for Mess. A. M. Hill & Sons. Another mysterious affair occurred tbe same night In tbe same neighborhood. It is reported that tbe occupants of Mrs, Allen's new houses which Is on the opposite site of the street from Ellas Perrln's, saw some one on hla premises, and not being pleased with his movements fired In the darkness at the outlines of the figure which he saw, but when tbe pistol practice oommenced.the visitor * ran off, which is not an unusual occurrence when men fire from their windows at people. We pressume that neither one of these shooting scrapes can be attributed to tbe closing of the dispensary. It Is remarkable that we should have a shooting scrape at all, but for as quiet a place as Abbeville to have two shootings in one night, makes the occurance more notable. Up to this time It has not been ascertained who assaulted Ellas Perrln while be was In "x>i. ron nf h 1b nmn Int. ntiri wa havft not luv * v?? k/Ui W W* U<W w.l _ beard who excited Mr. Rleder to shoot from his window into the darkness of tbe night, BIG CHICKEN SHOW. May sib. 1SJM. lu the matter of the Florence liquor r cases, the Supreme Court to day decided f "That under the law as it now stands there J1 Is no authority invested with the power to a Krant license for the stxle of spirituous liquors ? within the limits of this State and hence the ^ o<>tinn of the clt.v council In erantlne license fi would be ultra vires and absolutely void. The d injunction is granted. Court holds that par- t ties Belling without license may be prosecuted li under State or municipal laws and that Brun- 8 son be remanded for trial." The Court Is 0 unanimous. s s fi WHAT TILLMAN SAYS. C n He Sees no Way in Which lie Cnn ? Enforce (lie l.nw. c C Columbia, S. (J., May 8,1894. t Governor Tillman and others all hold that the decision means strict prohibition with ? ample provision for penalties. Gov. Tillman t says he sees no way in which he can co-op- tl irate in enforcing prohibition, but expects town authorities to do so. He will not now consider future emergencies. The following article from the Greenville News is explanatory of the above dispatch. Columbia, S. C., May 7, 18iM. . The supreme court to-day heard the Florence injunction and haDeas corpus cases, which are designed to kill the dispensary law >f 1893 and to settle the question prohibiting free liquor. The court announced that ii I would render its decision tomorrow morn- ' ing. u In the habeas corpus case G. Kills Brunson , jeeks to be released irom custody. He was irrested for selling liquor. The injunction jane is to restrain the city council of Florence from issuing licenses lor the sale of liquor, rbe latter case was given the most proml- a aence but both involved the same ques- ci Jons. 11 Attorney Wilcox appeared for the injunc- r< Jon and S. A. Nettles, of Darlington repre- It tented the city council. Mr. Wilcox, in bis w irgument, contended tbat the issuing of Ji- n senses by the city council was contrary to tl aw, because the supreme court lias aeciaeu " ;hat while the dispensary Act. of 1892 wac un- tc ;0DStilutl0Dal there was one section which tt was not and that section prohibited issuing oi icenses. He contended that that section n itood as law now, although the court had not ti passed upon the act of 1893, Its features were E practically the same as that of 1892 and graut* T ng that It was unconstitutional to issue II- P senses, the prohibition feature would still ft >tand. He held that the city council had no fr 'igbt to issue license under its charter passed st Decembers, 1893, for the dispensary act of 1893 was passed after that and superseded It. B [f this is true, then the council had no right 11 x> arrest and detain Brunson for violating an jrdinance which they bad no right to puss. Mr. Nettles repeated his claims and quoted iutboritles to show that that portion of the llspensary act declared constitutional by mart must fall with the act. It was not the ? intention of the Legislature to prohibit the lsinlogof licenses alone, but that was simply in auxiliary feature of the general and patent scheme to get the State Into business as a m iealer in liquors. That feature was depend>nt upon the whole scheme and should fall F with the whole law. This being so, the city zounoll of Florence had a right to issue 11senses just as any other town would have un- P less other laws prevented them. Another 0 point raised by blm was that the provision under which tb? city claimed a right to Issue O license was found in Its charter, which was it passed December 22nd, 1893. He argued that that act wouid supersede the dispensary act of 1892, having been passed afterwards and quoted numerous authorities in favor of the proposition. He took It that the court would h jo hold were it not tor the act of 1893, which be contended was unconstitutional and void ind consequently bad no effect upon the act frantine a charter to Florence In which the issuing of license was permitted. This being ~ to the charter was the last act on the whiskey question which bad any reference to Flormce, and as that permitted the Issuing of 11jense it was the law as far as that city is con- h jerned. "t Associate Justice Pope asked Nettles numerous questions during the argument. The ,, Register will tomorrow publish a number ol iffldavlts from Florence showing that the n labeas corpus case is a fake and that the sonrt is being imposed on. These uttldavits ' 'how that Brunson has never been In cus- w .ody. The affidavits were not read in court. T EIGHTY HOUSES. aN . ai w The Town of Abb*vllld Continues to Extend Its Border* and I In Popu- " latton Increases. For a staid old town that has stood still for nearly fifty years, to take on new growth and julld eighty dwelling bouses in one year is a ? rotable and historic event. Ever since the G., C. & N. railway has been Inlshed to Atlanta Abbeville has been in- c< jreaslug In population, and many of her va:ant lots have been Improved by the erection <11 )f handsome dwelling houses. I) Since tbearrival of the railroad the popula- si ion has Increased from 1,700 to 2,700. The iown bad stood at the first figures for about t,, thirty years, with scarcely a notable change, C| ind the business bouses were very much at a fjj (tand still. But now new life, new trade, new e people, and greatly increased buying lacili- OJ Lies have come. About one thousand new people live here ind are customers at all our stores, markets, SI toardlng houses, and shops of every kind. fc Tbe aemana tor uoukch in greui?i iuou aver known before and tbe rents have been ra inher for stores and homes tban ever before, h Tbe blgb rents have stimulated tbe building of bouses, and iu talking witb a mechanic who came to town about a year ago, in a few minutes be counted about 70 new houses that nad been built since he came, includinit three w jr four houses that bad been repaired or ioubled in size, namely: Tbe repairs on the w \iston House, and tbe Kutledge bouse, boih M which were untenable, has made them 01 comfortable and desirable bouses, and tbe joubllng of the size of Mr. Seal's bouse has a added greatly to It. w Among the advantages which comes to our ai merchants, professional men, business places Bt generally, and tbe boarding bouses lies In the g fact that much of the large amount of money which is paid out monthly is put Into eircu- . latlon among our people. The monlhlv pay M roll, we believe, has never been less tban 30,900 and it has gradually Increased from tbat fa Qgure, until last month the pay bills footed tt up about 815,000. fe Tbe mechanics never reaped such a harvest, st Many carpenters and laborers bave been at tl work every day, and tbe aggregate of tbelr v weekly or monthly pay has added to the money which has been put in circulation, but g we are told tbat most of this work has been q done by mechanics who have come from a p illstance. ? . ? r| d Sunday-School Conference. fe The eleventh annual session of tbe Abbeville County 8unday School Conference, M. McMASTER'S IDEA. tie Has h Very Poor Opinion ol Tillinnnitfs. To the Editor of the Stale : To reform and eorgaulze the Democratic party In South 'arolina under the call of the National Denocracy, In my opinion, is a matter of vital nterest to the commonwealth. It behoves II good patriots who yearn to lift, the State rom the slough of despond In which It has ieen ciist by our deluded fellow-citizens; who lave been worshipping false gods for the last our years, to discuss this subject, calmly and Lispassionately. In forming these clubs allow me to suggest hat a distinct line must be marked and folowed between Democracy and Tlllmanlsm o-called. How a Tlllmanlte can call himself a Demcrat defies all rules of logic and common ense and Is beyond conception, but they do o all the same. Being an unwavering allvoate of the principles of Democracy so mnnully sustained by our great President, Mr. Cleveland, In bis policy, 1 think the TilInanltes are Populists and that their teachngR Inevitably lead to mobocracy and comriunism. Iq forming Democratic clubs I would exlude every man who at any time favored the icala platform, unless he renounced the docrinoci nf Hiitornalicm In thwt. nlnt.fnrm_ This, then, I would make tbe teat of all soalled Democrats who proffered to Join 'the rational Democracy.
