The Press and Banner t ABBEVILLE, 8.C. r ^^ Pablished every Wednesday at ?2 k a year in advance. I 1] i, Mr. ROSWELL T. LOGAN, of Charleston, f< TT Is not authorized to take advertisements for jj this newspaper. s E Wednesday, Nov. 15, 1893. r a Innocent Looking Lnw. c The following Act of the Legislature, Is j,' very Innocent looking, butjit Is very sign Itl. p cant and means a great deal to people who v are lending money or giving credit in any r way: o 8eotion 1. That all Acts Id relation to At- D torney's cost* be, and the same are hereby, re- 11 pealed: Provided, That this shall not apply to causes now pending, or existing liquidated contracts. Sec. 2. That all Acts or parts of Acts inconsistent with or repugnant to this Act are hereby repealed. Approved Deoember 22, 1892. The ooet of collecting all notes taken 6lnce tl December 22,1892, unless specifically provided c for la the note, mast now be paid by the cred- e ltor. f< In all cases this will work to the Injury of " the creditor class, and where the amount In- o voiced la small, It amounts simply to the con- flscatlon of the debt. If, for Instance, a man holds a mortgage on a tract of land for ?100, the cost of going into ooort for foreclosure will be something like 1 from 8100 to $150, so that II it be necessary to CO into court the debt will scarcely pay the coet of collection. The only remedy that the creditor now has is, to foreclose bis mortgage under the author- y lty given in tbe mortgage. If be waits until - tbe death of his debtor he cannot do this. So -j the law works evil to tbe poorer classes in the i fact that they will be pressed to pay or else n have their property sold. The only remedy & for the trouble in this case is to sign a new 0 note and mortgage, or else to'add thecondl- tl tlon to tbe old one that tbe debtor will pay p the oost of collection. b All notes since December 22, 1892, should i( read as follows, if the debtor means to pay i< the cost of collection, or If the creditor means to pay It tbe last clause as to attorney's fees should be left off: S On the day of. 189... a I promise to pay or order, the turn of. Dollars, for value received, with interest from the date T hereof?as well after, as before maturity?at c the rate of. per centum, per annum, paya- , ble annoally, and If not ao paid, each year's Interest to be added to the principal, and bear Interest at the same rate. And if the service of an attorney it necessary in the collection of this tl note. I agree to pay all cost of collection, including ten per cent attorney's fees. r Thii day of. 188... U General Hampton's Practical Joke. n We ask attention to tbe seoond letter of K General Hampton. When wo consider tbe o interpretation wblcb 1b now put upon his fl ' first letter together wltb tbe attitude of some I, of tbe esteemed brethren. It makes one of the ol funniest things that we have seen in print for 8) a long time. Cl While nobody said he had been lying awake p at nlgbt thinking up tbe necessity for organ- C) lzlng extra double struck Democratic clubs outside of tbe regular Democracy, yet that Idea is suggested, by tbe comments on Gener- _ al Hampton's letter. General Hampton now comes out and ex- 7 plains that It is premature at this time to organize snob extra reflned Democrats Into separate little squads to themselves. And so It is, that those of our fellow citizens who caught at General Hampton'B sug- j gestlon are left to ran their own schemes and mrrv out the eood Ideas which be first sug gested.and at which tbey so readily caught. \ Aside from the ludicrous position lu which some of the brethren have placed themselves the circumstance teaches a wholesome lesson, In that readers, as well as editors, ought to do J a little thinking for themselves, and notao- & cept anybody's Ideas, unless they are based ? on reason and the demands of the times. U Oar people should be sure that they under- t< stand what tbey are doing before they throw q off their bats and hurrah, no matter who may assume to be the Joker. Will the esteemed brethren go on organFixing tbelr favorite true-blue-extra-reflned q Democratic olobs, or will tbey wait a little T ei Hampton doesn't think this Is the time, but c some of the brethren have been urglug this as p the proper time, and In this have unconsciously differed from their Illustrious chief- p tain, whose sentiments they thought they Iuau ouu^bcui We submit that it was a little unfeeling In General Hampton to play this Joke on bis friend*, and thus lead them into ludicrous position. ? rj The Leglslatnre. The Legislature will meet next Tuesday week. The dispensary law, the judges, and the proposition to have a metropolitan police will likely receive prominent attention from j the members or the General Assembly. The errors and omissions which Judge Hudson and others have pointed out in the dispensary law will likely be corrected, and the law will be made strong enough to satisfy the lovers of the license system. Judge Hudson may be Bet down as having I some one else to succeed b lm on the Bench. ^ The metropolitan police will likely be es- ^ . tabllsbed in those cities whose citizens lend | countenance and encouragement to violators ui mo mw, uuu wucro uio (wuve iciusd w miforce it. The Babject of a new county cat oft from Abbeville, LaurenB and Edgefield will InterI est this section, but tbe probability Is, tbe ft Legislature will postpone action, and will Q r wait for tbe Constitutional Convention to act. a r Tbe pbospbate digging will not pass without debate and possible action by tbe Legislature. Tbe sea island sufferers from the storm may 0 come in for a share of attention. In case re- d lief may be needed for them, the government ought to give the negroes a chance to wor.t In P reclaiming the low lands or in protecting P lands liable to overflow. Tbe State ought not to Issue rations free. Such a course encourages idleness and thrlftlessness. Should be Raised. Xbe Board having Buch matters in charge, | Bhoaid raise the price of dispensary liquor* When the government offers to sell good )i- . quor at a less price than was formerly charged for doubtful liquids in the bar-rooms it encourages the drink habit, wben^it should discourage it. One of the strongest points which the friends of the barrooms have made against'the dls pensary is the lack of profits to satisfy them 1 If the dispensaries will sell half-pint whiskey at 30 cents instead of 20 cents, and pints at 50 or 60 cents Instead of 40 cebtsthe friends of the open bars will have less complaint to "l make. If the bars could sell whiskey at 25 and SO cents for half plats and pints, why , should the State corue below these figures and do away with the profit ? Everybody expects to pay 25 cents for a half pint until be Is told ] bat the price is less. 1 Go to the Augusta Fair. Tbe Augusta Fair la now open and the rail- ] roads are offering great Inducements for travel. Everybody in Abbeville county should go to oar neighboring city occasionally, because of old association, if nothing else. In former years our fathers and grandfathers always went to tbe old city to market their cotton, and tbe traditions about their trips are pleasant. Augusta is a progressive city, and her people would be glad to see everybody there during tbelr big show. d ft A "."J," ^\<-x vt" THE 19TH S, 0. V. orporal Hownrtl CnlN for n Union ol' the Survivors.
