That all returns shall be made under oath, on or hefore the flrst duy of February, 1898, and all taxes shall be due and payable on or before the flrst day of March, 18i>8 If any person or persons shall refuse or neglect payment of the taxes herein levied within the time speclflea. the Treasurer of the Town Council is hereby authorized and required to add twenty per centum penalty, and If the tax with the penalty Is not paid within thirty days thereafter, it shall be the duty of the Treasun r of the Council to Issue executions therefor immediately, and colleet the same by due process of law, as provided in the charter of said town of Abbeville. ^ Sec. 7. The Town Council or a quorum thereof shall constitute a Board of Assessors to affix the value of property returned for taxation. Sec. 8. If any person or persons shall refuse or neglect to make a return of their properly for taxation within the time prescribed herein, the return of last year with twenty Cer centum added, shall be deemed and taken y the Treasurer to be the true value of their property for taxation and it shall be assessed at that rate. Sec. 9.
